I am certainly all for it! Seems to be the latest in prevailing human arrogance and ignorance, as of late. Add it to the list along with littering, illegal dumping, graffiti, etc. etc.
Something as simple as a cigarette butt (or carton) takes years to decompose, and litters our city's sidewalks, driveways, gardens, gutters, storm drains and the like. To

Until serious action be taken, this is only going to proliferate and worsen with time -- as the "do as we wish" attitude is permitted to continue.
Not only a "ban" should be imposed, but actual enforcement and *real* consequences for this behaviour -- be it monetary fines or otherwise.
