With its sleek design, lounge-plus-dining concept and French-California menu, Bijou brought big-city style to Hayward when it opened in September. The Dow hovered around 11,000, and the idea of spending $80 to $100 on dinner wasn't attracting the same kind of budget scrutiny it is now.
