Perhaps the best way to begin looking for a study abroad program in Israel is based on which area of Israel you want to live or your field of study. Then, I can better help you find a program that's right for you. Also, MASA offers automatic grants ranging from $3,000 - $4,500 for college graduates, as well as needs-based additional financial assistance.
In terms of your second question - you might want to contact your university's Hillel for some suggestions. MASA's programs are all 5 months to a year in length.

Unfortunately, you cannot receive funding for a summer program from MASA Israel Journey. But for a semester program, you can.

Also, you might want to consider the IDC in Herzliya's 3-year B.A. option: http://www.rris.idc.ac.il
There are also academic art or music programs, as well as many programs that combine academics with travel, community service and Hebrew classes.
