No, you do not need to match your table lamps. It just depends on your personal taste. I prefer not to match lamps because everything becomes to matchy matchy, however if you feel that the symmetry is needed than you should match them.

Hey Chris, sorry for the long delay in answering your question. The general rule varies on what room you are adding the rug to. For example, a dining room. The rug under your table should be big enough for all the chairs to be pulled out to a comfortable sitting position. In a living room in front of your sofa the size most used is a 5' x 8' rug, but can be bigger...if you go under that than that is when the room will seem smaller. Hope this helps.
