Yes Suzy, that's what they do in NC too. They touted it as progress and all it really was was a relocation of the education tax to people in a different income bracket (primarily the poor and minorities). There's loads of sociology research into the correlation between a communities race and the concentration of ticket-selling stores, check it out.
