NJANEH State Budget Cuts - From the Center on Budget and Policy Priorities: With tax revenue still declining as a result of the recession, almost every
state has made spending cuts that have deepened states' economic
problems. Federal recovery act dollars and funds raised from tax
increases have greatly reduced the extent, seve...rity, and economic impact of
these cuts, but only to a point. And federal aid to states is slated to
expire soon, well before state revenues have recovered.

                    NJANEH The
exact increase will vary by state but will be no less than a 6.2 percent
increase in the Federal Medical Assistance Percentage (FMAP) - the
technical term for the federal contribution to Medicaid – for any given state.
The final Senate vote is expected by Thursday at the latest. The House
...will vote on the measure after the August recess.

                      NJANEH Medicaid FMAP
Extension Moving Forward: Tues night the Senate voted 61 to 38 to move legislation which would extend
emergency Medicaid funding through July 2011. The emergency funds States
currently receive are scheduled to end in December. This would have been very
disruptive to States' budgets. The legislation includes ...$87 billion in
emergency Medicaid funding all of which is offset by spending cuts. (More)

NJANEH Obama sets the stage for Ending Homelessness. Read this latest story from Newsweek.

President Obama is set to embark on an ambitious social initiative: ending the
                          NJANEH

                          NJANEH Today was an important
                          day for McKinney
funding, and it’s all thanks to you. Two BIG things just
                          happened:

                          ...The Senate Transportation, Housing, and
Urban Development (T-HUD) Appropriations Subcommittee marked up its FY 2011
spending bill, which included $2.055 billion
                          for McKinney
programs! This is a 10 % increase over FY
                          2010.
                          The House full Appropriations Committee
marked its FY 2011 T-HUD spending bill yesterday and proposed providing
                          $2.2
                          billion
                          for McKinney
programs, an 18 % increase over last year!! The House T-HUD
Subcommittee only proposed $2.055 billion, and it is almost unheard of for the
full Appropriations Committee to make changes to the subcommittees’ bills. So,
                          this is HUGE news.

                          These proposed
increases are all thanks to YOU! Due to the countless emails, phone calls,
letters, and meetings you have made to House and Senate offices over the last
six months about funding for McKinney programs,
both the House and Senate have proposed increasing funding for McKinney programs, despite
the extremely tough budget climate this year.

                          There is still a
LOT of work to be done,
                          though:

                          Call
your Representatives’ offices (especially members of the Appropriations
Committee) and ask to speak with
the housing staffer. Ask them to THANK their
bosses for providing $2.2 billion for McKinney programs. Tell them how
GRATEFUL you are for the 18 percent proposed increase in funding for McKinney programs and what
an impact it would have on your community. Finally, tell them you hope they
will vote for the bill when it goes to the House floor.

Call Senators’ Lautenberg and Menendez offices TODAY (especially members of the Appropriations
Committee) and ask to speak with the housing staffer. Thank them for proposing a 10 percent increase
                          for McKinney programs, but tell
them you hope that they will work with their
colleagues on the Appropriations Committee throughout the rest of the
                          appropriations process to provide additional
funding for McKinney, since $2.4 billion is needed to fully
                          implement the HEARTH Act.
See the attached sample talking points for ideas on
                          what to say.

                          Congratulations again
on all of your hard work. There is still a lot of work to be done, but you
should take a moment to think about how much impact you have already had. This
is a BIG deal, especially the House number. And it’s all thanks to
                          YOU!!
