The cost is $25 ($10 for Friends of the Legacy Center). Japanese American Historical Plaza The Japanese American Historical Plaza was founded in 1990 on the Tom McCall Waterfront Park in Portland, Oregon. It stands as a permanent memorial to the lives of Oregon Nikkei and their determined pursuit of liberty, equality, and justice as American citizens. There are 13 stones commemorating the journey of the Issei and Nissei.
