Good points, Zev. I actually can't find any correlation between sworn officers per thousand and crime rates. Marana is the only municipality in Arizona with more officers per thousand than Oro Valley, and their crime rate is higher. Gilbert has the lowest number of sworn officers per thousand (1.08) and their crime rate is the second lowest in Arizona.
