County of San Diego San Diego County is the first in the state to give pet owners facing fines for minor animal offenses the option of going through a class instead.

The County Department of Animal Services will begin offering a Responsible Pet Owner Class in lieu of fines or as part of probation for minor animal offenses. The program was approved recently by the County Board of Supervisors.

To avoid local emergency departments from being severely impacted with people bringing in children to be tested for H1N1 flu, the County asks that only those individuals who develop complications from influenza-like illness be evaluated by their primary care physician.
