He talked about it in "Which Lie Did I Tell?". An aging Joseph Levine didn't want to put up the money to make it, and wouldn't sell the script to studios who were interested.

Knowing... he has to give the kid up BEFORE he KNOWS they are who they freaking are. If it's a parable about FAITH, he has to have FAITH. That's the opposite of KNOWING for sure. One of the worst movies in a long time.
