I've found that layoffs in government tend to follow funding cycles - so once a year. That's a low-risk compared to some others, where quarterly is the decision point. My personal experience, for what it's worth.

True, it is not so much profit-margin-driven. However, our state has incorporated monthly Furloughs (forced days off- unpaid). Yes you stillhave a job, but with the financial crisis of recent times, there seems to be no "safe" area in the Job market.
