The launch will be kindly hosted and chaired by Brian Gibbons AM, Minister for Social Justice and Local Government and will be followed b...y a small buffet lunch. The report by Victoria Winckler, director of the Bevan Foundation, was written in partnership with Consumer Focus Wales, National Energy Action Cymru and Save the Children, with additional material by the New Policy Institute. The project was funded by the Welsh Assembly Government New Ideas Fund
