I agree. I followed that same advice for my 31 year career and found I was learning stuff right up until the day I retired. I obviously don't know the one you are referring to as I left 4 years ago now, but I do know many others who could easily be that person.

discipline should start at home. but with busy parents working to make ends meet, kids are left to fend for themsleves. they hang out with the wrong people and they get hooked. poor human beings!!! illegal drugs have been used and abused for years and the dangers are well-written in books and shown on TV, but i still ask myslef, why do people abuse drugs? i don't want to judge these users but... they should help themselves.

Drugs have become the escape of choise to many of our young people.It is sad.I think,first they do it...just to be part of the crowd,to be accepted and in a short while they become addicted to the drugs they play with.

Can they build a pedestrain overpass at that interesection and others like it that can be chaotic at times? A good driver stops for pedestrians and may even stick his or her hand out the side to warn drivers in the next lane about the pedestrian but from the sounds of it, this type of intelligent and courteous driving does not occur frequently enough.
Possible solutions to this problem are:

1. increased policing through use of cameras, patrol cars, etc.

2. make it more difficult to get a license in the first place by putting "traffic situational questions" on the licensing exam.

3. make in mandatory for all drivers to go through a safe driving course/exam at their own expense every two or three years. failure to do so and pass an exam means that they don't drive.

4. install safety features at busy intersections like pedestrain over/underpasses, pedestrain lights, etc. like in other major cities.

5. educate pedestrians to be more defensive. This will not reduce aggressive and erroneous driving but it may reduce pedestrian injuires and fatalities caused by such actions.

6. make in mandatory for any driver caught in a similar situation to undergo anger management class and or a safe driving course/exam, etc.

This list is not exhaustive but is a start to making real changes in a city where driving multiculturalism has the potential to increase the danger factor above and beyond the norm for less diverse cities.

I think that an organization that fails to be self-critical is one that will stop improving.

If you take items out of context from my original comment, it's quite easy to make it look like I only had negative things to say about the officer. I'm not going to comment any further than that.
