Teaming with Wildlife BREAKING NEWS: House & Senate appropriators have agreed to increase funding for State & Wildlife Grants for FY10 to $90M (+$15M over FY09). Appropriators also agreed to reduce the nonfederal match requirement for implementation projects from 50% to 35%. States will have more resources to implement State Wildlife Action Plans. A vote in Congress is expected today or tomorrow.

Teaming with Wildlife - On Friday evening, Senator Barbara Boxer (CA) released the text of the Chairman's Mark of the Clean Energy Jobs and American Power Act (S. 1733). Committee hearings will start tomorrow and continue through Thursday. Her bill contains language and funding for natural resources adaptation that is similar to the bill passed in the House last summer (HR 2454).

The Boxer bill provides 1% of distributed allowances for natural resources adaptation each year from 2012 through 2021, increasing to 2% in 2022 through 2026 and 4% annually in subsequent years. State Fish and Wildlife agencies would receive 32.5% of the allocation for natural resources adaptation funding. TNC... Read More’s initial analysis of the bill (based on EPA’s analysis) estimates that the average annual funding for natural resources adaptation from 2012 to 2030 would be $1.4 billion compared to about $1.7 billion in the House bill.

Most of this difference between the Senate and House bill is due to a larger share going to deficit reduction in Senator Boxer... Read More’s bill. State fish and wildlife agencies would receive an average of about $450 million in dedicated funding annually. A vote is expected in the Environment and Public Works Committee the first or second week of November. No timeline has been set as to when other committees of jurisdiction will need to complete their work. Although it’s possible a bill could go to the Senate floor before the end of the year, it’s more likely that climate change will spillover into next year. The committee hearing in EPW should be available on c-span.

The Obama administration recommended and the US House of Representatives approved $115 million for the State and Tribal Wildlife Grants program in the FY10 Interior, Environment and Related Agencies Appropriations Act (HR2996). The House also decreased the nonfederal match requirement from 50% to 2...5% for implementation projects as a no cost way to aid states during the economic downturn. The Senate approved $80 million for the State and Tribal Wildlife Grants in the FY10 Interior, Environment and Related Agencies Appropriations Act last week and did not change the nonfederal match requirement. Please take a few minutes to call or email members of the Senate in your state and ask them to support State Wildlife Action Plan Implementation by increasing funding to the State and Tribal Wildlife Grants Program. Teaming with Wildlife State and Tribal Wildlife Grants are one of the most important funding sources available to states to implement State Wildlife Action Plans. In June, the House of Representatives passed a spending bill that included $115 million for the State Wildlife Grants Program. Unfortunately, the Senate Appropriations committee markup included just a $5 million increase and no change in the match obligation.

...After Labor Day, the full Senate will be voting on the Interior, Environment and Related Agencies Appropriations Act.

How can you HELP wildlife in your state? Contact your Senators and ask them to support $115 million for the State and Tribal Wildlife Grants program AND ask them to decrease the required match for states from 50% to 25%. You can find contact information for your Senators at www.senate.gov.
