Control of the revenue streams from any proposed new stadium is a must for the Hatters according to managing director Gary Sweet.
He welcomed the news that plans to build 5,500 new homes on land around Caddington and Slip End, known as Bush Wood Green, could incorporate a 20,000-seat community stadium as well as other leisure facilities.
Sweet said: "Luton Town Football Club should be owned by the community at the end of the day.
"The same principle is involved. The stadium and the pitch have to be protected for the use of the football club and community.
"From our point of view we would welcome any sort of plan in which that would be the case, but we have to protect the revenue income streams for the club.
"I think there's an element of control and ownership of the income stream pertaining to the stadium itself, which is what we have at Kenilworth Road, although we don't have ownership itself."
