Also on October 28, around 8:00 p.m., crews will temporarily close Ramp E (US 15 South to PA 581 East) for two months and detour traffic to permit construction of a portion of US 15 South in preparation for future traffic shifts and to faci...litate phased construction. US 15 Southbound traffic wishing to enter PA 581 East will be directed, via a signed detour route, to continue one-half mile south on US 15 to the newly opened interchange at Lower Allen Drive. Motorists will then turn left onto Lower Allen Drive, travel under the newly constructed US 15 bridge, and turn left again onto the new on-ramp to US 15 North. Motorists can then access PA 581 East from US 15 North via the existing ramp at the US 15 / PA 581 interchange.
