The best way to start is by filling in your italki profile and then looking for a language partner. You can watch the video of that here: http://www.youtube.com/watch?v=czkd7llBV3M And then you can practice with language exchange. If you're an absolute beginner, consider finding a teacher or reviewing some of the resources for the language you're learning.
