HI Esther/Dianera,
Sure - let us explain. With Local Numbers, you pay your local provider for the cost of a local call (as you would every time you make a call), and then you pay the rate of a local call in the country you are calling to. For instance, if you call someone in the UK, you pay your phone provider for the call, and you pay for the rate of calling locally in the UK. Hope this helps!
