We proposed that the ceiling be ...set at cars under 120 gm CO2/km, though with the recent technological improvements you could argue for all cars under 100gmCO2/km.
It never made any sense to us that a Lexus Hybrid 4x4 should get a discount, whereas small and efficient cars still paid.
There is one problem in allowing small cars that are diesel for free however - our city has a big problem with air quality, and diesel cars and lorries are the main culprits, emitting high amounts of PM10 and NOx; obviously cars with a larger engine size emit more pollutants. Allowing the small diesel cars could put London in even more jeapordy with the EU as it already violates the WHO limits on PM10 concentrations.
