Governor Paterson delivered his second State of the State message
before a joint session of the Legislature on Wednesday, January 6th.
The goal of the address was to "draw a blueprint for turning New York
into a national model of economic strength" and bring ethical and
financial reform to state government. Paterson called... for curbing
overspending and reviving Upstate New York's manufacturing sector to
spur economic growth. Specifically, the Governor renewed his call for a
state spending cap and an end to the Empire Zone tax credit system in
favor of his newly announced Excelsior Jobs Program to promote growth
in the field of green energy and the high tech industry.

discusses the DOT's proposed Multiyear plan and includes NYPTA's
response to it. NYPTA's Frank Kobliski is quoted as saying "The only way
upstate and suburban transit systems can achieve the maximum benefit
from the proposed capital plan is if we have the op...erating assistance
to back it up," reinforcing the Association's stance on the proposed
