Ah I note the difference, subtle, but important, In your system one has to be working to earn the top up. Under your system would the welfare system work similar to how it already does? (alought i am hoping for things like time limits etc)

My reaction: Parts of it are very good (e.g., asset sales, education), but parts of it are re...ally lacking (maintaining health and superannuation as socialised systems run by bureaucrats and politicians is a real mistake).

what surprises me is the the MSM media took the time to tell most parts of your plan as opposed to the usual reporting jus the bad bits likes raising GST and user pay's. Also they missed the oppourtunity to make ACT look completely right wing and "for big business" with the whole capital tax idea.

Sorry Im just quite cynical about biased reporting.

Roger Douglas Some of you who watched Back Benches may have seen my argument with Russel Norman over labour productivity. He claimed that in the 90s, Labour productivity was below 1 percent, where as I said it averaged around 3 percent and dropped to 1percent after Peters and Cullen had ramped up Government expenditure.
