Sharon, I think this actually WAS addressed somewhere in the Constitution and It WAS said to be up to congress to decide! You know, in that part of the Constitution where the Framers consulted their crystal ball and predicted far into the post-indsutrial age and were able to see exactly what problems we would be facing in the 21st century. I'm pretty sure that's where it was.

Senator Sanders has it right. Unemployment and needed job creation is a huge issue. And energy-efficiency is one of the best ways to create jobs. It has the added benefit of making us less dependent on foreign energy (with a much bigger impact than drilling in ANWR ever would), improve the balance of trade and improve our national security. All that's true whether one belives in global warming or not. Hang strong, Senator! We need this, and we need it now.

Why do we need a display (powered by electricity) to tell us the lights are on?
Unless the display is on the TV, it will be largely ignored.

How many people even know what a KWh is?
Or read their bill in detail to learn their KWh level (and the other myriad of fees)?
How many people can compute energy consumption or reduction?

Will increased access charges and other "fees" obliterate any $ savings from KWh reduction? If so, good KWh habits will get undermined.

What's the KWh rate differential going to be?

If the rate differential is too "low", the small $ difference will only dissuade the already committed low energy users (me).
Say, it's 2 cents per 100 KWh less, that's $2 less/month. The committed will see the 100 KWh, but most won't even see the $2 and for those who do, most won't really care.

If the rate differential is too "high", there will be outcries (probably led by The Man, Bernie, himself) against the "evil monopolistic greedy corporations abusing their power to take advantage of poor working families while the rich..." (gotta love that Bernie-speak).

Look into getting a photovoltaic (PV) system installed and you'll learn that a 20-40% reduction in your current energy consumption is easily achievebale just by habit change.
Why is your computer on now 24/7?
Changing an incandescent to a fluorescent lamp in a light left on when not needed is like drilling a one inch hole in the bottom of a boat instead of a two inch hole.

Yes, we all must conserve, but we must do so as people, by commitment, not conscription. Tax subsided overlords aren't required. Be free. Be responsible.
