What does it mean... 'try to encourage them to accept responsibility'? If your bullied for being too tall, or too short, or something equally arbitrary,... in what way you 'responsible'?

I think you misunderstood the sentence your questioning. The sentence says "If they are bullying, try to find out why and encourage them to accept responsibility." So it's about adults trying to get their children to understand the pain that they are causing - not the victims accepting responsibility.... See More

I agree a balance of warmth and discipline is the best way to bring children up - Though tough love is maybe not how i would describe it - I prefer love and boundaries. The challenge has always been to find the happy medium between authoritarian and total freedom neither of which are helpful.
