I used to live there. The Chestnut hill area and beyond has some great roadways. It's outside Philly but gets you out of the congestion. There used to be a guy I knew there that owned TimeCycle Couriers. He was a Cat 1 rider. If you called those guys I bet they could hook you up.

one suggestion is the iHome IH85. this looks just like a water bottle, fits many different i-pods into it and has a speaker on the top. no ear buds or anything else hanging on you. this looks very slick and easy and safe, providing its not to loud.

Don't focus on the time. Just get yourself to a doable speed for yourself and attempt to maintain it. Steady pace. Don't ride the day before and make sure you sleep well the night before. Eat well before the race and during whenever your body tells you you need more sustenance. Stay hydrated and you will be fine.
