If the senate republican plan is similar to that proposed by the GOP members in the house, from what I read in the Journal Gazette, it seemed to be a proposal that would only insure an additional 13 million leaving more than 30 million uninsured, and by just floating tax breaks, it doesn't provide an incentive to emplo...yers or small businesses that may have a small federal tax burden.
