I can see the arguments about the "guardianship" vs "ownership" issues though I haven't read the exact language used in the bill. But I don't think that a tax deduction for owners is inherently a bad idea. I certainly could use one after my vet bills this year.

Support for shelters is fine, but does nothing for owners who are struggling to keep ... See Moretheir pets. Whether you like the language or not, pets are members of our families. How much better to be able to keep the "family" together than to support the shelter when the pet has to be given up.

As a breeder, I guarantee to always take my puppies back. But honestly if they all came home to roost I'd be in a pretty pickle.

Of course I think pets are family, and my pets are family, but my concern is giving any leverage to the very people who're trying to take pets OUT of our homes. That terrifies me.

I'd rather eat the full cost of vet bills, than live a life without my pets if these extremists are able to step up, and continue taking away our rights to keep animals. I've had well over $3500 in vet bills this year too, but I'll keep those costs to myself, if it means I can have animals for the rest of my life, and my childs life.

Also many shelters DO have programs for low-income families to receive medical care for pets. Programs like these would help low-income owners at risk of placing pets due to vet costs more than any tax break would ever do. I also think that there should be MORE low-income animal healthcare programs. Most 'tax breaks' don't go to the low income. Most are utilized by people who could afford the costs anyways. Even worse, it'd be the people at risk of placing their pets due to the cost of ownership who would be footing the bill for the people getting the tax breaks. (Remember who pays higher taxes... percentage-wise, it's not people who're well off. Those people hire professionals to utilize any tax break they can use) The main problem cited currently is people loosing their homes in this current mortgage crisis.... See More

Another way to look at this is, if someone's so broke, that they're desperate enough to be placing an animal due to cost of medical care, who honestly thinks they'll GET that medical care for their pets, even knowing up to $3500 would be reimbursed through a tax refund?? Also, that would be assumed they paid at least that into taxes too! (You can't be reimbursed taxes you've not paid) They're not likely to, as they need that money then, to hold their heads above water. Unemployment, disability, and other services for low income don't have taxes removed. Most people placing pets in this economic crisis, is because they lost their jobs, are loosing their homes, and life is bleak. The people who REALLY need this relief, won't often be the ones to utilize it. In the end, it'll just take more money out of the pockets of the people who really needed this tax break/that this tax break was being cited for. There's better options to help people who need help, than to give power where power shouldn't be given.
