Dear Mr. Hasan,
You may apply for a Diversity Visa (DV) if your spouse is a legal permanent resident (green card holder). Applying for DV does not negatively impact the petition that your wife has already filed for you.
If you do decide to register for the DV lottery, you will still have to include your wife on your online DV registration, even though she is already in the U.S. Remember, if you do not include your spouse and unmarried children under the age of 21 on your online application, you will be disqualified for DV.

Dear Mr. Alam,
It is not possible to make comments specifically about your DV registration. Carefully following the guidelines for photo submission in the DV instructions and using the photo validator are the best steps you can take to make sure that your registration is complete and successful. When choosing a photo to submit for DV registration, you should always make sure that it is a recently taken color photograph that is not distorted and clearly in focus.

Dear Mr. Saha,
The minimum educational requirement for DV is the equivalent of an American high school diploma. In Bangladesh, an HSC certificate is generally considered to be the equivalent of an American high school diploma. A two, three, or four-year diploma from the Technical Education Board or a 1st year pass from a government registered university would also qualify. Completion of higher degrees at the Bachelor’s or Master’s level at a government registered university in Bangladesh would also qualify.

Mr. Miah:
In order to control your own DV application, we advise each applicant use their own personal email address to enter DV. It's important that each applicant can receive messages directly from the Kentucky Consular Center. If you do not have an email address, you could sign up for a free account at many websites, such as gmail, hotmail, yahoo, or many others.
Please note that DV entrants will NOT receive the "winning" letter by email. All winning letters will still be sent by regular mail.

Dear Mr. Hassan,
We welcome applicants with a variety of educational backgrounds. U.S. law requires that the applicant have the equivalent of a U.S. high school education. This would allow the applicant to apply for college in the U.S. without further study. Generally, in Bangladesh, an HSC certificate is considered to be the equivalent of a U.S. high school diploma. Students with intermediate education other than HSC may submit proof of 1st year pass from a government-recognized university in Bangladesh as evidence that they have the equivalent of a U.S. high-school education.

Dear Sirs,
I have been trying to submit my application all morning and it has been impossible. I only receive a message saying that the page has expired or it cannot be opened. This has happened to me when trying to see if my photo is valid on the Photo Validation site and also after clicking on the "continue" button after filling the first part of my application. Does this count as an incomplete application ordoes the system simply not count that as a valid application? and if I fill it once again will it be considered a duplicate?
Is there any specific reasons why the page is giving me an error each time I try?? Is it only because of the millions of people who are making the server too busy at the time? Is there a recommended time in which I should apply?
Thank you for your answer.

Dear Ms. Piaggio,
Given the nature of the internet and your particular computer and internet connection, the amount of time it takes to submit your E-DV application and receive a confirmation response is unpredictable. If many minutes have elapsed since pressing the “Submit” button, there is no harm in pressing the “Submit” button a second time. The E-DV system will not be confused by a situation where the “Submit” button is hit a second time, because no confirmation response has been received. You may try to submit an application as many times as is necessary until a complete application is received and the confirmation notice is sent. However, once you receive a confirmation notice, do not resubmit your information.
We always recommend applicants apply early as the E-DV site historically experiences heavier traffic in the latter weeks and days of the registration period. Good luck!

Dear Mr. Das,
Regarding the two questions in your second post. Currently, we do not have another Q&A session scheduled. We have appreciated the enthusiastic response and would like to continue offering opportunities for applicants to get accurate information on DV. Please continue to check our website, http://dhaka.usembassy.gov, and Facebook for the latest information on DV outreach events.
In regards to your second question, you can go to the photo validator page at http://www.dvlottery.state .gov/photo.aspx. If you scroll down, you can see sample images of good DV entry photos that meet the photo requirements. You can also see some examples of unacceptable photos that may help you avoid mistakes.
Good luck!

Dear Mr. Rahman,
To receive a DV visa, applicants must qualify through their education or work experience. If the applicant does not meet the education requirement, they may qualify through their work experience. Applicants should evaluate their qualifications carefully before they come to the visa interview.
To qualify through education, an applicant must have the equivalent of an American high school degree. Generally a Bangladesh HSC is considered equivalent, or a first-year pass from a government-recognized university in Bangladesh is also sufficient.
It is more difficult to qualify through work experience. To qualify through work experience, the applicant must have worked for 2 years in the last 5 years in a job that qualifies under the Department of Labor's guidelines. On the Department of Labor's website, the job must have an SVP range of 7 or higher. Applicants can go to http://online.onetcenter.o rg/ to find out their job's score. Click on "Find Occupation", select a Job Family, and then select the Job Title that matches the applicant's job. The applicant's job must have an SVP range of 7 or more to qualify for DV.

Dear Mr. Musabbir,
For the purposes of a DV application, widowed applicants are not considered married and therefore do not need to submit a photo for their deceased spouse. Your friend should, as you mentioned, select “Widowed” status on the E-DV form. In addition, if she has unmarried sons or daughters under the age of 21, she must include those children on her E-DV application or she will be disqualified.
