Kimi Hepburn When submitting my VCU application and at the payment process, what do I do if I have a fee waiver?

Hello VCU, My name is Long. I'm a senior at Cardozo Senior High School in DC. I plan to go to college and VCU is my 1st choice. And I have few questions:
- If using Fee Waiver, which one should I use to apply, a paper application or online application?
- I wish to apply for merit-based scholarships, so I want to know whe...ther or not I'll be considered if I complete my application before Dec. 1 using the regular decision?
- If English wasn't my first language, and I only live in US for about 4 years. Do I have to register to take TOEFL test? Or it is just recommended. Because I have a good GPA in High School, but my SAT score in Critical Reading Session was just 390 (Math 640, Writing 460).
Thank you.

2. What scholarships will I be considered for since I am applying for the Dec. 1st deadline?
3. How do I apply for financial aid?

Hi McKinsey! There are several factors that we consider when reviewing an application. We not only look at the student... Read More’s GPA and SAT/ACT scores, but also at the types of classes that he's taken in high school and his academic performance over time. More information about these scholarships and other university awards can be found on the Web at http://www.ugrad.vcu.edu/admissions101/financing/scholarships.html.
