STORY
Pacific MANA

Pacific Health Ministers have called for “a regional and national NCD accountability mechanism to monitor, review and propose remedial action to ensure progress towards the NCD goals and targets.” Pacific MANA is the ‘umbrella’ under which PICTs and their partners forms a sustainable, collaborative Pacific NCD monitoring and accountability platform. The aim is to coordinate and str...engthen country capacity, regional expertise and resources, and innovation and accountability systems to improve NCD monitoring for action. WHO’s nine voluntary global targets inform PICT monitoring priorities. Pacific MANA is an alliance of existing partners, NOT a new organisation.

NCD Monitoring

‘NCD monitoring’ is the collection, management and analysis of country data related to the four main NCDs (cardio-vascular diseases, cancers, chronic respiratory diseases, and diabetes), and the translation of these findings into information to inform action and policy.

Pacific MANA Goals by 2025

1. All PICTs will have quality, integrated monitoring mechanisms for their nationally prioritised indicators and targets for the prevention and control of NCDs.
2. A strong regional coordinated network of expertise and data systems will operate to support capacity building and knowledge exchange to monitor NCD action.
3. A regional platform will stimulate action and innovation for reducing NCDs in the Pacific, and mutual accountability for progress towards NCD reduction targets.

Pacific MANA Strategic Objectives

i. In-country support
It is envisaged that Pacific MANA would predominantly (though not exclusively) be involved in strengthening and extending, coordinating and synchronising on-going initiatives focused on:
o full civil registration and vital statistics, accurate death certification and coding;
o undertaking regular STEPS and GSHS surveys (including context specific adaptations) and ongoing monitoring of WHO Pacific PEN interventions;
o monitoring other PICT priorities (e.g. food environment audits); and
o integrating NCD monitoring into the national health information system.

To fulfil in-country support and achieve goal 1, funding will be needed to strengthen the work of specific MANA members and to establish and maintain an accessible, collaborative, coordinated database of current and planned activity.

ii. Regional Public Goods

‘Regional public goods’ are the regionally available expertise (people and systems) that support individual PICTs and regional initiatives in NCD monitoring. Current levels of resources will need to be significantly boosted to achieve goals 1 and 2.

iii. Innovation and accountability platform (to achieve goal 3)
It is proposed that the Pacific MANA alliance agrees to form a platform with authority to:
• Share technical resources and stimulate innovation in NCD monitoring and the translation of knowledge into action across the Pacific; and
• Build a strengthened, aligned, mutual accountability framework as a basis for tracking progress and adjusting actions/strategies to remain focused on reducing NCD prevalence.

Current areas of innovation in the region include: strengthened monitoring of policies and environments for tobacco, food, physical activity and alcohol; and monitoring in children, especially for childhood obesity.
