We have reduce officer involved shootings I've terminated officers or excessive force of the kc pensions is the case of a cop killer and that's the exact Make sure of doing gloom at the fact of the matter is we only use force on for added every 100 people. We rest many times situations our peacefully resolve and many times that the rule is that the investigations are done. Their transparent and they will be done in a timely manner and I also um also has a strong record of holding our officers Disciplined already discipline officers for not turning on their body worn cameras and that's the facts. Thank you, zero products that come from the Florida highway patrol, where we don't have a record of excessive use of force when you can say you reduced it. I would like to say that would be just a zero percent. Is not justified to use excessive force it's criminal and I would not take 11 months to investigate a excessive use of force like has been recently saw in the news 11 months to turn over as a chief of internal Affairs. We took 30 to 90 days to investigate uh internal Affairs excessive use of force and we can complete it At 11 months and I will be transparent and I will know everything that's going on in the Department. Uh body worn cameras we've seen in the news lately body worn cameras have been turned off batteries on working uh just excuses excuses excuses. This leading the public and misleading the media zero dollars. I would not least this week the public and I would be transparent. I do yeah absolutely so again we're talking about the case of a cop killer. Someone who executed my police officer nissan, video and that case was turned over to the Florida Department of law enforcement and so I have no control over how long back his And actually the state, attorneys office in seminole County as that case right now, so again, I will go back to the body worn cameras scenes. Yeah. We have had our issues were a large and see why we do more than traffic enforcement and we have held our officers accountable by investigating these cases is to play with those officers and that's all I like to reply like to respond to that. We don't take 11 months we turn it over right away took 11 months to turn off that feeling that's not acceptable, is that what you want at the orange County sheriff's office is that with the cities here in orange County, one that is partnership but you don't take 11 months to turn it over to the Right away as you can investigation would had internal Affairs. They are on the scene investigating and don't use the excuse because he was a cop killer. That's that's unacceptable. Everybody had rice in this country. We live by the constitution and that's what I just wanted to do for the last 32 years and that's how we're. Thank you shop in your how much would like, with me uh what's inside Commission uh like he said, there is no exception. I agree with lopez on that fact. There's no exception for popular uh. You know you cannot kick some ball out there head we're A National Organization you understand that you, gonna deal with criminals on a daily basis or people that are accused of crimes. You should, under no circumstances, then, as chief you shouldn't have to turn, that over to you should be able to do with yourself. Okay we've heard with her all the different sides. Thank you so much for sharing alright next question. We have recently learned of the pilot program between the city of orlando and amazon facial recognition software and have concerns about how this could emerge at the County level, especially because this is the same software that the Department of homeland security and immigration and customs enforcement also uses importation proceedings In order for a facial recognition cameras to recognize the face doesn't this suggest that the orange County sheriff's Department would have to stand the faces of orange County residents without probable cause. Do you believe this would be a violation of privacy by your standards. What would this constitute. Are not constitute a search um so again, I have a lot of experiences. City of orlando did entering the test with amazon and they're the recognition per of the important thing to remember is it's only in the test phase uh And I don't know what the city of orlando is going to do eventually with that program and it really hasn't shown that it's even work yet uh part of that program would be standing uh faces of criminals and I use an example of this. Um. It would also be used to find a missing juvenile so imagine if we had a missing kid out there and they're picture was able to be scanned and then their face or is captured in one of these cameras and alerted law enforcement to where they work. Maybe preventing a kidnapping so don't always think of it It will going outdoors go after someone. You know you have to look at the agency in orlando. Please for the orange County, sheriff's. They don't have a history of using their technology And when I was the chief of investigations, randy fisher record Some people Few things so, what are they doing with that information again. We come back to what lack of transparency, not communicating with the community that um what's going on with this stuff. This is a violation of project. We should ask the hard questions and find out everything. What did they do with the information they sharing it to sharing the personal identification, information to do marketing. We don't know we need some questions and uh some questions and you okay uh yeah. I would believe that this would constitute a search if In an appropriate way, I think I you know he can uh can attest to this in the fact that he initially lie about the use of amazon cameras and there's. A story on on one of the gallery. Our reference in his dishonesty when it, when the program was first initiated so I think that tells you right there, that there could be some problems uh with these type of programs and if they fall into the wrong hands who's gonna be the one policing and decided yes, we can use the story of a child. We can hide behind those little love story. It was lustrous situations where you saying Uh it's gonna be able to search your name or look it up in his uh And I think we get into a very dangerous slippery slope when you start filing civil liberties. Thank you. Shepherd and get 30 seconds yeah let's, let's try and deal with the facts so that the truth of the matter is, I told the media that we had officers that volunteer to have their faces scan and that those officers would walk through the orlando police Department and the different cameras test see if the program uh work, what I didn't tell him what I failed to tell them was that there are also a couple of cameras downtown and at the community Center that the officers will also Focus on the fact well again to report that situation as he said, misinformed or not, the community was not informed properly and that's. That falls back on the leadership. The buck stops with you. Alright for the next question Eligibility for adequate health insurance having met mental health needs in our community we're concerned about various incidents that have taken place around the country, including a case where an unarmed individual with autism was shot to death by a law enforcement officer. Why protocols do you advocate for uh, for deputies to use, while interacting with any individual that has mental health issues and we'll start with a purpose um. I had experience in Miami when we didn't have a mental person I was running around traffic and was uh with no clothes on and was upbringing danger to himself and we were able to subdue him um and doing waste mental issues. A challenge for law enforcement because we need more training. We need to learn. We need to work with the healthcare community uh. This is a growing trend that's going on right now, not only did you have someone who's killed recently on off to the person that you had someone who was killed those on the news recently who had mental issues in the hospital and he was killed by uh three police officers who had no body cameras on so and it was reported that The enemy We have somebody there with leslie so not only take the one action of using and taking someone's life Uh yeah I think that, as low as pouring out in the most recent situation, that we can attest to others, a situation where the guy was shot and killed. Uh and there was no identifying factor, such as seen it done and I think that's the bigger problem. You know you know patients should be the first thing that definitely has when he shows up on the scene to find out and assess the problem and to be able to respond appropriately right now. We don't have that uh at least within the police Department I don't think the problems as big as always insurance Department, but you know you have to look at people. You know where they are and you have to take sometime. You can't go shoot first and ask questions later other. Guy should not have lost his life. I think in the situation like that at the hospital uh. You do have some less lethal options. You can clear room we're running out of patience which I think that situation is that being an the officers end up shooting because I got tired of negotiating. I think that's completely improper, inappropriate meaning we're gonna talk about fast because what we do know is that investigation is not complete and that you statements that were Made uh they have no idea what happened there so, let's focus is focus on overall. What we do and I'll talk about. We give all our deputies and officers crisis intervention training and that gives them the tools and I'm here with the people in mental crisis. 40 -hour training, more training them to get in the academy. We also give our school resource officers and deputies specific training on how to deal with children who have autism once I talk about one case, let's talk about what we're doing overall ensure their deputies and officers are doing better with the only people with mental I'll, like to be but um yes, we do know uh. I like to ask God, just needed to those three people that want to be officers. They have body cameras on and so several officers had body cameras on the officers. Those three officers alright. I love it that we can go to the back and point. We can't do that It's That three officers they have their body worn cameras on one officer had his squad best. I was covering the camera on officers, battery and ran out because his work passes 12 hour shift and then stay there because of the incident and other officers do not have to buy more in camera. So there was another officer who did have their body worn cameras on actually several and we also do have video from within the hospital okay again, I can't keep up that's and I'll. Everybody let's wait Is that they have no idea what happened. I think there's someone lost their life. I mean we do know that someone is dead. So that's not a situation where you can say I have no idea why he's dead but we killed uh and for me, I feel, like there's always an ongoing investigation that's not something I wanna bring to the sheriff's office okay so we've had we we've heard outside to depending investigation uh. We need to move on, but we appreciate everybody's input. Thank you the next question um so personally, as a transgender uh the next member of this orange County
