With this amendment this amendment deals with that section that says, and I'll read it. None of the funds appropriated or otherwise made available by this act or any prior appropriations Act may be used construction Wall fence Border Board order bars or border security infrastructure on the Southern Land Border, the United States so that there are two things this amendment does is this amendment says if the appropriate funds in this act But it also says any prior appropriations Act is that right so that would be last Year's Appropriations Bill Surf 19 appropriate those and includes the bills. It includes every bill Right the way It's working yeah, okay so and thank thank you very much Thank you very much for yielding So let's. Read the specific words because It's not just Wall fence border barriers, but it's border security infrastructure So those of you think for instance, that putting cameras up or lights up It's actually prohibited by this that expenditures under last Year's bill that would actually put cameras on the border cause for cameras and infrastructure wireless systems cameras lights all of that Prohibited if we put this in the bill not just for defense, but let me talk about defense specifically because 10 UC 284 and, of course, Title 10 is what it says. What the role of the military is specifically says that the military can be used to counter drugs and under 284, it says that you can put for instance lights on the border So you know if C P comes and says you know what this is a place in the border where fentanyl is crossing where people are carrying fent nail to this country We literally would say you know what every other any other place The military could spend money to counter drugs unless It's, a southern border of the United States which by the way is where most of the fentanyl comes in This is a very clever construction because it doesn't say the military shouldn't be in in drug intradiction It says on the southern border, which is the hot spot of drug importation and doesn't. Just say you, Can't Build a Wall you're right Pictures great Wall of China If we don't build it there it says any border security infrastructure Wow this is just like look here. You go find an open place on the border We just said you, Can't spend any money and money protected in any way involving infrastructure and ladies and gentlemen putting a light tower in or a security camera in is infrastructure This is insane this counter An act of Congress, 10 US C 284 and Act was that established by Congress to specifically say countering drugs is so important that we can call on the Department of Defense to help So I would move. This is poorly thought out if you wanna say no Wall That's one thing but you have outlawed everything, including prior authorizations that We've agreed to say, Yeah put cameras up put lights up I move the amendment
