Hello everybody My name is Mike I'm a professor here in Alaska this is event is called Public Power at the Town Hall and the bottom line is we're not moving fast and tonight is to try and bring together ideas forces start moving a lot faster We have declining couple of weeks ago We had legislation moving starting here so two years ago in this space we had a meeting on the Climate Community Climate Protection Act which was not moving forward to years ago but because of some changes and the great stuff so New York is trying to get together to bring together the change that we need to address ecological crisis Just very happy to be a hub for these kinds of conversations So I'm actually in the States program and I just wanna say that Make some noise And College has been a leader in this kind of curriculum that we need this kind of education over the last several years I'm also the Co founder of budget projects Everybody's waiting for the start of next year and one of the things that I really love about this event is it connects to sustainability what the democracy It's all about and consistent with that we wanna have an interactive meeting tonight You're gonna get a chance to ask some questions and we'll begin with just a very brief I didn't interaction exercise a pair of shoes so turn your neighbor Say hi What's going on Yeah, I worked This is extremely when I was doing what I was doing different I bring it up You're like Actually, I'm gonna see about share Okay Alright Maybe they actually maybe cross Alright so today I'm gonna have March four folks we start off with and then we'll go to Senator Salazar We'll have a presentation about public power we'll go on to a question It is session on that presentation we'll have a break what we called him partner And we'll have a discussion about the utilities and how they affect you and we'll have time for public testimony and so next I'm gonna turn it over to Assembly member representing the 20 -fourth District of New York State seventh District includes neighborhoods Parcels Park Park in New York and he is a member of the Conservation Committee corporations Authorities conditions Hey everyone it's wonderful to be here tonight I talk to all of you about public power and advertising our countries to make sure that they work for us and find the way that they can work better and it has been a pleasure to work with a couple of people here in this room Amber and many other last name and how you can do that so Now in the state of Soundboard I'm drafting for him and in the nutshell those meals were gonna do is empower Nightclub to take over renewable energy generation to make sure that nightclub within the next five years is the sole provider to every state of property and that those and the energy that they provide those properties are from renewable generation And now within the next 10 or 15 years we are able to make sure that it comes to provider for all of us Any group outside the DSA A better job of showing why we need to have power It makes absolutely no sense when Conan National Grid are monopolies that has zero incentive so outside everyone's in a while one might say the prophet loaded creates efficiencies but when you and I were given a monopoly and you resolve unit Be the provider of last resort and the exact second time you tell 20 - 500 people in Brooklyn Queens You're not turning off their gas and winter is coming. You don't care and they are They told people who have built new housing I got our call from of all people in Catholic Church today to tell me that they build a brand new building that's supposed to have schools and offices etcetera and then they simply don't care and nasty thing is this isn't because there's some massive shortage that suddenly fell out of the sky It's because they want to keep us in They will realize that their state senators and the governor now people call our office and say I got my business is going bankrupt They will suddenly a lot of them to build this terrible pipeline and then we build this terrible night because that much easier to keep using fossil fuel because it's the path of least resistance and that's what they wanted They wanted to go right around the margins It is the reason why I never talk to local solar They can get a proper building for their customers from National Grid because they have no incentive to do it and I have not seen a better public campaign than in the campaign for public power. It's not gonna be easy It's gonna be very very difficult but one of the best things about being in New York State Assembly member is to interact with folks not just or President positive thinkers and ask questions what can we do that but actually a practical ways to go and do it and so we've been working with folks that have also been working with a bunch of experts to get here and there's so many other fun things that I love to tell you about draw for hours is we gotta build that we're gonna introduce this year That's looking to decarbonize the way they produce Concrete concrete is one of the most carbon heavy things that We produce so much in the world we can't build build without it and unless we decor decorum you build things we're never gonna hit those ability So I thank you all for being here Thanks for having me I wanna thank Amber what else phone call the other day we're helping us because they are so important. They are the essence of over Be able to do in this next session moving forward so thank you so much I forgot before everybody over to yourself We never Slow down Take care more about profits Teacher you're undergoing energy infrastructure and regulations but so far the people in charge of regulating your energy system and the missing company and not the people they're having on the same market solutions that solve and now our energy is being more influenced the free market From the moment it was Wait for the entire way There is a man They are Because of these stars My hands and not face Technology protein Julius represents New York's eighteenth state Senate district neighborhoods as well as parts of Brownsville upon our election 2018, she became the youngest woman elected in the history of New York City, said she has video conservation and this year the Senate women's issues usually I'm trying to just project and also not look too Hi everyone I'm so happy to be here I've been a New York City DSA member for Has done especially and Carol I think I saw My district and yeah we'll be here and to be part of this movement to democratize our power For public power some women Carol covered a lot of this but you know in addition to trying to fight for for fully transitioned power to knife up and and make it public another mechanism that we have for Democratizing power potentially is through you know we could also introduce legislation that we use Domain to to allow transmission to go through Micro-grids right some of the a concept referred to as net metering So even as we have the common goal of transitioning to public control no longer allowing the utilities connect National grid to to have control Power and to and for it to just fueled by by their their rates that that the grants them instead we would you know I think that we all agree that it shouldn't be It shouldn't be for profit that that especially the most vulnerable people in our city that people who can't afford to pay They continue to pay these rates and ever increasing rates That their access to electricity and power shouldn't be dependent on whether or not they can afford to Right now in Indiana our Senate district we're getting calls on a daily basis from constituents whose whose gas has been turned off or who have recently relocated and they you know they don't have any cooking gas they're not really able to to go about their daily life actually one of our own Assembly members in my Senate district is someone who went all was alerted to this one he recently was trying to get kidnapped Renovations to his home and he was trying to get his own gas turn back on and I was struggling for a long time with National Grid and what National grid often tells our digits when they call them to say pay with what's going on in my gathering back on is they told that they they tell repairs or constituents to call us to tell to try To support the Williams pipeline right, which we Legislature had already rejected, we already said No you don't you know we don't need to build additional gas infrastructure when especially when you know it's completely counter intuitive when we're trying to transition completely off of the use of natural gas off fossil fuels and to you know eventually meet meet the goals of by 2050 a hundred percent renewable energies across New York but that is that is the pressure that we're we are under right now and you know we we really can't we really can't afford to cave right when we had a hearing or furniture a hearing where testified the the Public service Commission also testify and some of you advocates books from the Amber Testify You know folks from the socialists working Came We we really push back on this This insistence that we you know were were just traveling no choice but to support additional gas infrastructure and and we we have to confront them and say you know how can we possibly support this pipeline and and wash? We continue to support and renting you You know you still if even even higher rates when people are getting the service that they deserve and it's increasingly difficult For our neighbors to be able to So yeah that's the situation that we're in right now and I think that there are you know I'm really really excited that Carol is working on four different bills I think that we're gonna need to approach this from multiple angles you know I I do think it's ideal for an iPod to have to to have complete control but I know it's gonna Probably probably need to be done through the budget process. It will take a big investment and I think we're we're gonna have to continue to build the political will in the Legislature in order to make it a reality but it really is urgent as we're here and this is kind of there's power aspects in the state city has control There's also the business model question when you're a for-profit private money things with the money that folks in terms of and in terms of meeting those goals we have to be in terms of getting hundred percent remove carbonized There's also those technical issues and we're gonna do More about the introducing of the Public Power campaign from this deal Hi everyone member of the New York City Democratic America I'm really happy you came here today to hear Arcade So basically I'm gonna go over Welcome And why are current model is change so basically energy energy into parts generation in distribution generation it includes all the energy production power plants distribution is what we're looking for a wires And those are controlled companies so generation includes power plants like is image would would largest our panel in New York City and it's located it's adjacent to a positive as you can see this is the largest the largest in the United States is the reason Our in our city which is a highly piece of infrastructure and typically we saw this example of racism it's is placed in working class communities I haven't throughout the entire day also where are you know So this is for us National Grid and recently we've seen a lot of major usually carriers And then after that we saw that and areas Southeast and also their power so presented in order to to conserve emergency prevent other areas 30000 All these queens and this is a video of some of the Purposely That You know who I was Are you looking for you Sir This view viral around where it really started to highlight a lot of injustices or built into our system for example I prioritizes area when there are major strings on on the grid serving areas are allowed to lose more voltage than others. So this started It will reduce the voltage to eight percent yellow to those areas are not allowed to have their own And so basically capitalism as we've seen created sacrifice where their communities are considered expendable and these are the areas that have been underinvested for decades and now we're seeing kind of products this integrity it's a lot of people also Many of the areas and other powers the highest in the city you can see the Red Orange area basically where we are right now These are the areas that they went without power for three days people in the air conditioning we canvass in the months after we work from Trouble instantly refrigerated People Upper so right now this is seeking they want to increase our rates you get both electricity and gas next year your bill by a month and the regulatory body that oversees on it's called service Commission and traditionally they have not really been a strong challenge To the utilities We have our so the working class is often carrying the burden of costs our bills and what are you making a profit they don't give up their path to their hair holders So we're dividends to shareholders last year eight hundred And if you had a publicly owned utility that's invested in the community it's a transfer transition or it could also you know use through the fact that under our current system is beyond our successful cheating condition energy if we keep Using these model it's very likely that possibly the cost and the burden They're doing a terrible job they made they have been claims is investing Decay systems but there's no evidence that they actually use the money to do that they're awesome there's only a hundred hospitalization because they've increased Sheryl's are dividends 40 - five years so even though we we offer their investors do not and that's the Model basically right right is being operated firefighter version that has a shareholder values over Justice reliability as we create is also community Premier futures right now they are trying to flying past blind because the state has denied the bills National grid is precious by Problem line is that infrastructure will not believe we use it after 2050 because of the Commission is we should not be thinking about increasing gas structure and they're they're spacing out the payment for 50 years which shows that really how they're thinking economically that I think 50 years from now we're gonna be paying off gas infrastructure So we're wondering really they have a huge amount of power of energy and they're able to delay the urgently needed legislation changes that we need and they can't be effectively regulated by the Public Service Commission They are transferring wealth from the rich private office socializing costs And that's why I'm gonna model So you would meet these three goals to decarbonize to move from also fuel Energy House Commission parents to build energy we need to do to qualify so that we no longer have people or their energy bills these are ways to just Right now because it's not enough to just have If we don't also With Historical precedents actually over 2000 days in the US already have public utilities during the new deal one of the major authority has historical major where include everybody is paragraph but it is create Increase a huge amount of investment using public infrastructure and it was it was for the people by the people in many ways so these are some of the things that we want to see in New York where we already have other largest Stadium in your power and authority right now it has pretty severe limitations build any new generation We think that we need to expand our generation like wind This will create thousands of jobs in the state can also start working on interview to to rebuild our own so that we're not living in but that are comfortable to live in We need to get there cuz I had National grid all of the state They're huge model lips They have a stranglehold over many of the legislators who are supposed to regulate them but we have seen in previous campaigns that we organize We have been pretty fundamental changes during that town Hall just like this right after the blackouts and we have several lots of energy We've seen the process as well so in Chicago campaign they have six numbers and they introduced the bill Commissioner This is basic time frame from now like we need to be building in bro and that means everybody in this room needs to join us if you don't have some power but it's not enough We're instructors as these communities and you wanna sign up You can sign up Our individuals It's pretty It's a very small scale institution so as part of the solution but definitely a small part for example tenants Has come to the campaign and yes How bad is the reaction and how can we manage I think they're moving we have the city Council earrings And I was surprised that they did Back then but you know I'll be involved which is not only because it's the Center of many of the blackouts The district of the state site Energy Committee chair Senator and he invited him to come tonight Script Mentioned this one thing what kind is gonna do and what National group we're gonna do is our pension funds are heavily invested in common National credit They're gonna try to stop this They're gonna try to scare folks. They're gonna go out and say look you know your your mother or your grandmother or your friend or your husband or your wife who's got their passion You know you try to make public You're gonna hurt them. You're gonna hurt working class and Middle class. New Yorkers. They're gonna try to tell you that actually contains reliability rates or some of the best in the nation I just got a letter from the PBS Today it was about 20 pages long talking about for liability rates and so they're they're gonna give you all of these reasons why Connect is actually this very safe choice and then they're making this very risky choice of taking it positive It is it's disingenuous because we've seen what they're really nearly not about you know dramatically changing the way we eat Produce energy in the state They are our colors Senator Salazar and everyone else in the Legislature by saying you know supporting you are hurting your own constituents. They're only regulator literally in five percent not really good but basically they said you have to upgrade this connection system has a lot of problems and they gave them 350 million dollars to do exactly that in the last week and you just didn't do it We need we have $1500 standards and then just grab the projects is great and that is what the Manhattan so it's time to invest until right because that's how maximize profits okay so obviously implied that it was but The decision to cut our profile also not true Few minutes made that decision has 20 minutes and when they actually cut our modern didn't have assistance in place of power cuz they don't care about people They don't care someone's on a life-sustaining equipment and that fact causes someone's life Don't bother to end the they're projecting increase but four different counties that kind of line We're gonna be year from now so it really makes absolutely no sense so it's just really live but also we shouldn't be Building more gas right now you should be energy as quickly as possible and that's the real issue here because they are also refusing to a place that was removable alternative that we know are abusable and affordable for everyone So I think we need to force them to build scalable energy instead but the reason they don't wanna do that is because we're only serves gas in this area, not electricity electrified I'm getting gas heat pumps market share essentially and it also earned on all the awesome infrastructure builds around 90 percent no matter what so they are basically incentivized to build possibly instructor to help build It's this is absolutely no sense you should not be able to make a profit that's guaranteed We should get more Democratic but also the profit motive because that is what is used how many people have had a bad experience with other natural customer service yeah a lot of you so I think you got to ask Bill which is way way lower than what you were expecting and they don't ask The money overcharge you credit your bill One guy who had deposited $20000 overtime for three years you will get up for that that's the same and who will be charged like $200 a month or something and Years ago live I don't know there's things feeling on the issue of customer service to all of these issues and the thing is in this race They're looking to spend 990 million dollars on your investment which is basically you're just gonna be like Alexa cancers instead of actual customer service when all people want real person so Billion dollars right now and then they're also The customer and their true North star I don't wanna know that means but it's the profit is okay How many of you live near a power plant or a Super fun site So if you have one generating free Super dry grade is looking to raise gas rates at 18 percent so if you look around that means your a bill, it's gonna be increasing by around $20 a month at least and this will already be billions of dollars per energy right now should be a scam We think that we should have How often that's affordable and transparent provided through the power it's estimated that over $3400 each month the use in Esco eight- hundred -pound more period so they're pretty much always more expensive client and that's why I'm with them but something within your power absolutely provide more affordable energy and then all How about clients also everyone I did you have been impacted by hurricane or campfires you've felt you've felt bringing into our ways and they're probably you know impacted that kind of change already and again they're trying to walk that was more positive direction that will impact us And additionally they have one of the highest interest in the country as their infrastructure is probably really don't have it So instead is real and they just couldn't ask the atmosphere is definitely and then customers report those athletes never got one of those I just got yesterday Here's what's left for when you're looking for a gas leak like you should probably water and if you see it report it You wanna get out Yeah you know so that seems awesome God is there strategy for identifying customers I don't So oftentimes you know personal with it and you know growing up my business I also think again like why do some people get the power and it really makes you Again, this past summer like this back he's like really dangerous temperatures falling apart look in other parts of the city of life and really opening that reason something that the power is because certain people make decision working people So I'm for this campaign for a public power because I don't know I don't think there's a pop loaded in energy. It's like so fundamental It is so comfortable Like and so it is so precious that I don't know if if you should happen in the hands of people so I wanna thank you all for being here and that's all I have to say Now we're here from service Democratic District leaders from 40 seconds District Haiti raised 17 and founder of the Democratic Club Tonight it's great to see you out here specifically On the map flat flat disproportionately impacted and if we wanna achieve economy in your state you need to build a broad coalition and the better offer solution is always going to be black and Brown people So thank you for coming out Very interesting here The presentation that reasons that color bar seconds to your citizens set back House us instead of West side is because we don't have power yet flat By the State Senate Energy Committee chair why isn't it Agreed and money in politics This thing Committee chair has always already taken over $20000 from energy lobbyist so you have to ask yourself is this someone who's working for people or for profits instead of Parker for people And that's the fundamental problem and that's also the Center of this movement You have to come out and fill this knowledge gap He is exploiting the the notion that these neighborhoods do not understand what's going on It's not like it shouldn't consider you Here's what I'm willing to you I don't believe the commanding Heights of our economy critical Hands Before it should be in the hands of the people and so what I'm committing to you is when I become the state senator from this district I will sit on that So again my name is Jonathan here I'm Pro people Propriate Energy and I wanna be your next state senator Thank you Josh So I will now call on the folks who signed up for the testimony will have two minutes time to make sure we get everybody's voice. You signed up So I'm gonna now Power Okay I'm sorry so I'm actually not from Brooklyn I live in Long Island which Ashley's does have power and just kinda from someone that public power and as someone who has struggled to pay their utility bills is to snack as or by this here but i this research report again How important treats their customers like rates for a pipeline and nobody wants what he needs should that Cannot be foot on working class And And I'm gonna talk about why we need public power but also hundred percent renewable and Democratic accountability along you can ask the power as you mentioned as well Our opponents will say Yes but that's because they're not a hundred percent renewable and not Democratic and so we need Democratic accountability in public power and a hundred percent renewable The I C U Report says. We have 11 years to reshape our economy in all aspects that have included transport which is a large sector of emissions in the country Energy is to transform our transportation sector We need to grow our energy sector to be able to pick up for all that increased energy loan Doing we're not going for the CELC PA already stated that we need to get towards there and in doing so what we need to be doing is really comfortable around the power because only a policy on your ability that's accountable to us that is Democratic that we can actually influence and say certain mandates saying we need to get to a hundred percent renewable energy and how to do it like wind and solar Totally renewable sources is the way that Increasing our energy usage to make up for it while meeting the necessary push for this transition to be just and equitable and not repeating some of our path that have failed us when we've gone from private Department so we need all three of those together. We need to mobilize together and this room is a great place to start So there thank you all Whoo Hey my name is I am an organizer energy projects I'm also a commentary for the last six years working with communities that have been poisoned by Iraq as well as the paint lines that are gonna bring to the city we're a member of this coalition We've been very much fighting this paint brushing court this is actually probably the end of the National kids in school and shows them grabbing There's all these little flowers and power plants So we got a lot of time picking about these headlines Whatever you want in the last year is that the kind of fight is happening in our own streets right now and it is happening with the money that we spend every month on our bills So National Grid wants to raise our rates for one of their projects It's called the police and reliability and they want to spend hundreds of millions of dollars adding 39000 feet of 30 inch from Linden Boulevard in Roseville to Avenue three point So when you're walking your community Interesting National grid rip up our streets They're doing that with our own money to work even though even though over 14000 comments 90 percent of the mortgages we committed another 20 - 5000. The process of the cases that are proposing all these things wants to build a huge pipeline in Manhattan and queens hundreds and millions of dollars.
