SOLO FATALITY in ANTIOCH TODAY
Today, at about 3:15pm, Contra Costa CHP was advised by Antioch Police Department of an overturned solo vehicle collision on northbound Deer Valley Road, north of Empire Mine Road, with the driver ejected from the vehicle. Upon emergency personnel and CHP arrival, and with the help of an independent witness, it was determined that a silver Ford Expedition had overturned and the solo male driver (62yr old man from Antioch) had been ejected. The m...ale driver was transported by Ambulance to a local hospital but unfortunately pronounced deceased upon arrival. The Contra Costa County Sheriff’s Coroners Office will be handling the release of his identity.
In the initial investigation, it appears that the solo male driver of the Ford was at an undetermined speed and unable to stay on the roadway through a curve and veered off the roadway, which subsequently overturned and fully ejected the male driver (who was not wearing a seatbelt). Upon emergency personnel arrival, the driver was transported by ambulance but ultimately pronounced deceased upon arrival to the hospital.
It is unknown at this time if alcohol and/or drugs are a factor in this collision but is still under investigation. If anyone else witnessed this collision or the events leading up to it, please contact Contra Costa CHP in Martinez, (925) 646-4980. Thank you.
EVERY 15 MINUTES
The Every 15 Minutes Program is an important program that we participate in and had the opportunity to take part in today at Concord High School.
Inexperienced drivers and underage drinkers are a deadly combination. Teenagers need to know the consequences if they get behind the wheel after drinking alcohol or impaired or if they choose to get into a car with someone who’s been drinking or impaired.
...The Every 15 Minutes program has the goal in mind of reducing crashes and fatalities among teenagers. However, this program helps students see the impact of a fatal DUI collision from a different perspective; through the eyes of their family and friends. Make better choices and NEVER DRIVE IMPAIRED.

Very early this morning, this driver ran through the cone pattern in a construction zone where workers were. Thankfully he did not injure anybody but CHP was there to stop him immediately,… and guess what, he was impaired & arrested for DUI. HWY-4 SHOOTING SUSPECTS FROM 2016 GET 13 Yrs in PRISON
Recently three HWY-4 shooting suspects from 2016, were found guilty in a Contra Costa County Courtroom; two suspects received 13 years and the third received 12 years & 8 months in state prison. These were the results after a long and thorough investigation process and additionally long and thorough judicial process til final adjudication.
It takes quite awhile for these shooting suspects to be brought to justice and fin...ally sentenced but the effort and long hours are worth it, for the public to know that these criminals were tried and convicted and also for the families of the victims of these freeway shootings.
This specific case occurred on 2/1/2016 and involved the three suspects traveling in a Nissan sedan on westbound HWY-4 when they shot their firearm out of their moving vehicle at the victim’s vehicle, which was all witnessed by an off-duty police officer. Then the suspects vehicle drove at a high rate of speed off the freeway to the Port Chicago Hwy off-ramp and subsequently was involved in a major collision within the intersection and caused injuries to all parties involved.
All three suspects were charged & convicted of the following:
-246 PC - Shooting at an occupied vehicle.
-186.22(a) PC - Participation in Criminal Street Gang
-29800 PC - Possession of Firearm by a Felon. (Oscar Torres)
11359 H&S - Possession for Sale of Marijuana
SENTENCES
-Zachery Paul Lopez (24yrs old from Concord) was sentenced to 12yrs & 8 months in State Prison.
-Oscar Osbaldo Torres (25yrs old from Pittsburg) was sentenced to 13 yrs in State Prison.
-Antonio Ramirez Navarro (22yrs old from Antioch) was also sentenced to 13 yrs in State Prison.
Public Safety and the preservation of life is always our #1 goal and although we cannot predict when criminals are going to commit these heinous crimes, what we can do is put together our very best investigation that will bring these criminals to justice and have them answer for their crimes.

CHP INVESTIGATING 3 SHOOTINGS IN 3 DAYS
On Saturday, March 16th, 2019 at approximately 2:25 PM, a 25-year-old female (Destinee Shaharisha - Jenae Hillery) from... Antioch was found shot to death while driving her vehicle on eastbound Highway 4 near Willow Pass Road off-ramp. This appears to have been targeted in this shooting and Investigators believe it was gang related.
On Sunday, March 17th, 2019 at 5:49 PM CHP - Dublin Area units responded to a freeway shooting which Investigators believe occurred on I-580 eastbound at Airway Boulevard. This appears to be a targeted shooting involving road rage and the suspects are described as two black male adults in a 2019 Honda Accord. One of the victims suffered a gunshot wound that is not life-threatening.
Today, at approximately 10:00 AM, a freeway shooting occurred on I-80 westbound, east of McDonald Avenue. In this incident a suspect fired one round and fled the scene. The victim pulled off the freeway and upon discovering the bullet hole and notified Richmond Police Department. After they determined it occurred on the freeway they notified us. There were no injuries and the suspect and vehicle are unknown at this point. Golden Gate Division Investigative Services Unit is assisting the CHP - Oakland Area in their investigation.
At this time none of these shootings appear to be related. CHP Investigators will look to see if Shot Spotter and Video Cameras along Highway 4 and on I-80 were able to provide any evidence regarding the March 16th and today’s shooting respectively.
Since November 1, 2015 there have been a total of 185 freeway shootings within CHP – Golden Gate Divisions jurisdiction, resulting in 65 injuries, 9 of which were fatal. The CHP has made 34 arrests for individuals connected to one or more of these shootings.
We want to assure the public that not only will these incidents be fully investigated using all available resources and technology, but that we will also continue to actively patrol highways from the air and on the ground in an effort to keep all motorists safe.

SOLO FATALITY IN EL SOBRANTE
On 3/17/19, at about 6:13pm, Contra Costa CHP was advised of an overturned solo vehicle collision on a private maintained road near 5499 Sobrante Avenue. Upon emergency personnel and CHP arrival, it was determined that a green Jeep was driven into an embankment and overturned. The solo male driver (75r old male from El Sobrante) was unresponsive, was extricated from the Jeep, and lifesaving efforts were performed but unsuccessful. The driver was ...pronounced deceased on scene. The Contra Costa County Sheriff’s Coroners Office will be handling the release of his identity.
In the initial investigation, it appears that the solo male driver of the Jeep was traveling south on the private road at an undetermined speed and then for reasons unknown at this time, accelerated into the dirt embankment, causing the Jeep to overturn. Upon emergency personnel arrival, the driver was unresponsive and ultimately pronounced deceased on scene.
Alcohol and/or drugs are believed to be a factor at this time in this collision but is still under investigation. Witnesses did stay on scene and were cooperative. ST. PATRICK’S DAY SAFETY TAKES PLANNING

The celebrations and parties that may highlight St. Patrick’s Day often lead to tragedy, when impaired drivers take to the roads. The California Highway Patrol (CHP) and California Office of Traffic Safety (OTS) urge people to make planning safe rides as much a part of St. Patrick’s Day celebrations as wearing green.
On March 17, 2018, one person was killed and 48 were injured in collisions caused by driving ...under the influence (DUI) in California. Statewide, 131 people were involved in DUI collisions on St. Patrick’s Day in 2018. The CHP also made 285 arrests for DUI that day.
“When you are celebrating St. Patrick’s Day, remember the other people on the road and in your vehicle,” CHP Commissioner Warren Stanley said. “Do not let alcohol or drugs cause you to become a risk to yourself and others.”
The National Highway Traffic Safety Administration describes March 17 as one of the deadliest holidays on America’s roads. During the 2017 St. Patrick’s Day holiday period, 37 percent of all crash fatalities involved drunken drivers.
“Drinking and driving don’t mix,” OTS Director Rhonda Craft said. “We want people to enjoy the holiday, but be responsible about how they get home once the celebrations end.”
Plan a sober ride in advance if a celebration will include alcohol. The alternative could change your life, not to mention the lives of your passengers, pedestrians, or other drivers and passengers nearby. The financial impact alone of a DUI can be sobering. Attorneys’ fees, fines, court costs, lost time at work, higher insurance rates, and car repairs can reach $15,000 or more in California. If you plan on drinking, plan on not driving.
The mission of the CHP is to provide the highest level of Safety, Service, and Security. The OTS administers traffic safety programs with the goal of reducing deaths, injuries, and economic losses.

UPDATED: CHP INVESTIGATES FREEWAY SHOOTING
At approximately 2:25 PM, CHP - Contra Costa Area was advised of a silver Honda that collided into the guard rail on... Highway 4 eastbound at Port Chicago Highway. While units were in route another caller advised the vehicle ended up on the Willow Pass Road off-ramp from eastbound Highway 4. Upon emergency personnel and CHP arrival, it was determined the vehicle drove off the roadway and collided with the guardrail. The solo 25-year-old female driver, Destinee Shaharisha - Jenae Hillery, a resident of Antioch was pronounced deceased on scene. While units were investigating the scene, bullet holes were located on the driver side door. This investigation is ongoing, any further details will be released at a later time.

Yesterday, our Senior Volunteer Program at the Napa CHP eclipsed the 100,000 hours mark. These men and women have donated their time, s...ince 2002. With the help of our Senior Volunteers, our Officers are able to be on the road for more time in Napa and Sonoma counties. They assist our office through clerical work, traffic control, monitoring schools durning drop of and pick up, engage the community at local events and help teach Senior Drivers through our Age Well, Drive Smart Program.
