(1) Roots of Russian Western Policy; (2) The future of “Responsibility to Protect (R2P)” post-Libya. We have two excellent speakers to deal with the current and future role of NATO, with regard to Russia’s relations with the West, and how NATO should deal with the concept of R2P. These issues are not mutually exclusive. Russia is trying very hard to play a more active role in the Middle East and North Africa, and NATO’s role has expanded well beyond the security of Western Eu...rope and the Atlantic area.

Brooke Smith-Windsor is Deputy Head and founding member of the NTO Defense College (NDC) Research Division where he covers the Atlantic Alliance's approaches to crisis management (comprehensive approach), cooperative security (global partnerships), maritime strategy and Arctic security. Prior to his current appointment, Dr. Smith-Windsor was the Director of Strategic Guidance at the Canadian Department of National Defense where he served for 13 years and co-authored "Leadmark: The Navy's Strategy for 2020" as well as two transformational defence policy Whitle Papers.
Dr. Smith-Windsor is the principal editor of three books on NATO's global partnerships: "AU-NATO Collaboration: Implications and Prospects" (2013), "Enduring NATO, Rising Brazil - Managing International Security in Recalibrating Global Order" (2015) and (with Alexander Moens) "NATO and Asia-Pacific" (2016).

Derek Fraser is an Associate Fellow at the Centre for Global Studies, Adjunct Professor for Political Science at the University of Victoria, Adviser to the Canadian Institute for Ukrainian Studies at the University of Alberta, and Member of the Board of Directors of the Canada Ukraine Foundation. He had a long career with the Department of Foreign Affairs and International Trade. He gained extensive experience in East-West relations and the communist and post-communist world, through postings in Vietnam, Germany, the Soviet Union, Hungary and Ukraine, and in Ottawa, as Director of Relations with Eastern Europe. He was ambassador to Hungary, Greece, and Ukraine.
Mr. Fraser has a B.A. and J.D. from the University of British Columbia, and a Certificat d’études françaises from the Université de Montpellier.
