It appears that all total from 1998 to 2017 the City of Atchison has issued $66,005,000 of hospital revenue bonds. As of 2018 Atchison Hospital has a $55,130,000 principal Bond Debt, principal to be p...aid back plus interest over the next 13 years. Looking at the past fifteen years of hospital net revenue it's not feasible that the hospital can meet these payments. The hospital seems to have more bond debt than it can possibly pay off. The bond interest and repayment of principal should come from hospital net income or as stated in the bond issues, from certain other funds held by Commerce Bank, Kansas City, Missouri, as Bond Trustee. The term 'certain other funds' is a bit ambiguous.
My one star rating is the result of having to deal with a judge in Atchison court that seems not concerned with the Bill of Rights or Federal Rule of Civil Procedure. The dollar amounts mentioned above come from Atchison Hospital tax filings from 2001 through 2016. The bond information is from a reliable source. If what I found is in fact correct then something is amiss.

The down town construction is inconvenient and makes things difficult, but it is necessary. I made contact with Justin Pregont on a conflict between our business and trash removal in the construction It was fixed quickly and efficiently. Appreciate it. See More

We rented the building at Jackson Park for a family reunion. Upon arrival we found the bathrooms backed u with crap smeared on the wall, no toilet paper, all trash cans overflowing and a total mess. W...e called to have it cleaned and all they did was brought up a truck and a hose and sprayed it down. We have called again an am waiting for a response. All this while the grounds keeper was just walking around. My mother ended u cleaning the restrooms herself. It's no wonder people don't want to live here! See More

Not a great place to live. Can't get my alley fixed unless I pay for half. Have a neighbor that burns stuff across the street constantly with a damn permit. I've got 9 month old inside my house up a storm at least twice a month and can't get anything from the fire department or police but a sorry. Towns a joke. See More

Saw something very disturbing today while I was out running this morning along river road. A couple of guys in one of your City of Atchison trucks were throwing rocks at a couple of Canadien Geese!! S...eriously!!!!???? Yes, many consider them to be pests, but they are a protected wildlife species!! Protected!!! Further more, do you really want to have newcomers and people who are new to this community (such as myself) witnessing city workers in a city car being cruel to animals? I got the number of the truck, it was 14213. Two guys in sweatshirts, one had some kind of band emblem on the back. Cruelty to animals should NOT be supported by this community and these '"gentlemen" and I use that term very loosely in applying to these ruffians, should be reprimanded or punished in some way!! On the subject of parking in our town, why aren't the laws enforced when the college students think they can park wherever they want without consequences. They don't respect the home owners' rights t...o be able to park in front of their own residences if they don't have driveways. They continue to park on side streets where it is posted "No Parking" even when it says no student parking. They park on streets posted "No Parking This Side" and that means both sides are occupied (one legal and one not), so you can't drive through if cars are coming from the opposite direction. When police do finally arrive after it is reported, the vehicle(s) are still there even day(s) afterward. Aren't they supposed to get towed if not moved? And while I am on the subject especially of the college students, they are continually getting worse about their "partying". I have called the police numerous times, the landlord, the college (most of the time they don't even return my calls), with no solution. We have lived in our home for 44 years and it has gotten so bad in the past several years, that we have considered selling and moving out of this town. It seems the college students can do whatever they want because they are bringing revenue into Atchison. Well, what about the revenue this town has gotten from us for the past 44 years? Do the extremely high property taxes we pay not count; does buying our groceries and everything else here not count? Are we just going to be put on the back burner while these kids think they can do whatever they want: disrespect the neighbors, ignore the noise ordinance and the burn bans, discard their trash in our yards, park wherever they want, do their drugs and alcohol even if they are underage (and yes, that's been reported, too). When I do call the police, we're told they'll have a talk with them. And if that doesn't work, they tell us to " keep calling", " keep calling and they will get the message. Well, who wants to keep calling night after night after night? Somebody is not doing their job(s) and I am really sick of it. We retired recently to enjoy the rest of our life here but it looks like that's not going to happen. Every year the attendance goes up at the college and every year there are more and more parties. They go from one to another, all over town, walking and yelling loudly, and slamming car doors, and trashing neighborhoods. There doesn't seem to be an end to it. Check out the population count (not counting college) of our residents. I'm sure it's dropped considerably because of inconsiderate college students, drugs, not enough jobs, and trashy homes. Businesses are closing more than new ones coming in. If there is a population increase, then it is because of the "free" welfare that lazy people move here to get instead of working a real job! But then, that's a subject for another day. Please do something about these kids before it really gets out of hand more than it already has! We live here permanently, they don't! See More

I love Atchison Kansas I was in a foster home here for 5 years I had the best foster parents Sharon & Jerry whitmarsh but I would be great if Atchison had more thing to do like maybe a block party be...fore the kids go back to school in August down town live music and food ❤ See More

I recommend that the city start taking care of the parks we have instead of focusing so much attention on installing and additional walk path at the river. The disc golf course was a featured in the ...paper but you can't even play most of the course because no one has bothered to mow anything other than around the playground area. Same with the walking path out at Warnock....grass is shoulder height out there. Not real safe. If the parks dept can't take care of what there is now then why add even more? See More

Why can't the city issue an ordinance in weather like this so that everyone on a particular street parks on one side so the plows can go thru and then on the other side the next day so the plows can m...ake their 2nd pass. They do it it in other cities and it works very nicely. See More

Open letter to Trey Cocking, Allen Reavis, and all of our city commissioners:

I recommend (call that "request") that the city, in the form of the elected commissioners or the taxpayer hired city man...ager, inform the citizens of the reasoning behind changing to a single operator refuse collection truck.

First, let me be clear: I am not an employee and I have no family members or close friends who are employed by the city.

I have a hunch, but please prove me wrong, that the change to poly carts and single operator trucks will cause an increase in our costs of refuse collection, either in the form of higher bills or higher taxes.

A bigger picture that concerns me but I do not know the financial details, so please enlighten me and others, preferably by an open letter in the newspaper and in our water, sewer, refuse statements: I suspect that costs will be higher, even though there may be some hiding of the costs in the fuzzy budget and fiscal reporting in order to justify the change or to "prove" that the change was a good one. This is called a cover your "behind" approach so that constituents will think you are doing a great job as you make what you would like to go down in the annals of Atchison history as a positive change that you fostered.

Now it seems that we are going to put local people out of work at a time when we should be paying wages within our community so that those wages can then be spent and multiplied within our community, thus sustaining and perhaps increasing the vitality of Atchison's economy. And so those lost wages which will not be spent within our community -- remember the multiplication of money spent within the community? -- the concept of spending $50 per month with three of our favorite businesses comes to mind. Is anyone at the Chamber of Commerce reading this?

Instead, our local money will be spent outside our community to purchase poly carts and one operator side loader trucks that are equipped with a cart tipper.

Once again, I suspect this will cost each of your customers (call that YOUR CONSTITUENTS and YOUR EMPLOYERS).

Please prove me wrong and call me paranoid. But this sounds like we could be increasing our own local "Trade Deficit." We should learn something from the failures of our federal government. I am anxiously awaiting your reply.

The City of Atchison is a really unique place to live and visit with beautiful Victorian-style mansions and tall trees, which put on quite a show in the fall.
