Alright, I think I think we're all ready to get going here. so this meeting is being recorded and so we will be posting on social media. The main reasoning behind the meeting is to understand enforcement around the fifth amended public health orders. We have Joni Reynolds, the public health director, as well as John Galloway, the Gunnison County Sheriff, to answer some questions. we do have some media. On the line, as well as local stakeholders among the municipalities and other large entities in the Valley, we pre compiled questions that we were getting from the community as well as the media and so we'll go ahead and get started Joni what conversations have you had with law enforcement about what they would be willing to do to my knowledge. Gunnison is among the first counties in Colorado that has specifically threatened jail time and fines for non compliance. So if I could just back up a little bit and talk about why why the public health orders why now and what the situation here is in Denison County and then move on to the question that you just posed and so I just wanna talk briefly about the fact that we've done an amazing job in Gunnison County with incredible community support to really follow the public health orders as they've been in place for the past week, the community. Really rallied to limit activity interaction potential exposures and we have seen an impact we have seen our hospital system be able to manage the number of cases that have appeared and we've been able to transfer those critical patients out of our County successfully and they've been able to receive the care and the treatment that they need. We've also seen the hospital patient numbers remain pretty steady. Part of the number of folks that are showing up in acute distress at our hospital, which says we've done an amazing job collectively as a County of really managing this outbreak to try to flatten the curve by a time and assure that our health care system isn't overwhelmed as many know gonna thin County was one of the early counties in Colorado that was identified with community spread of covid- 19 that put us at the front. This outbreak, we now see many other counties throughout the state as well as throughout our country that are seeing critical numbers of ill patients and their health care systems are in crisis or approaching a crisis. What that means is this contextually for our County. The risk of community spread is as great if not greater outside our County that it is in our County. and that's why. Juncture It seems critical to me to not continue with a recommendation around property owners and individuals coming to the County that are non residents, but rather to make that a requirement to help continue the excellent success we've had in protecting our health care system in our community, but also to avoid the potential risk of another major spike in cases in our County, which is the true risk that we're at this juncture in the outbreak. The conversations that I've had with law enforcement have been ongoing throughout our response. We've had exceptional support from law enforcement as well as the entire community and throughout the evolution of the public health orders Law enforcement has been involved in following up with individual concerns or complaints that have been filed around violations of public health orders. This most recent set of public health orders taken. To another step and so we're continuing those conversations now with law enforcement to talk about the opportunities to educate individuals and then subsequent steps that law enforcement can do to support enforcement of the public health orders. Alright, so you kinda answered this the second question too about how you've been informing law enforcement another question that came through was what does enforcement look like and what is the enforcement situation as of this week? Okay. I'll take that one Jodie good afternoon. What does the law enforcement look like we're well staffed at the sheriff's office is fully staffed right now. We have no one out and I'm. Daily communication with the other law enforcement agencies in our County and they are well staffed at this time as well. We are following Joey's lead and trying to keep all our employees healthy and and because of the social distancing and and the things that we're doing within our agencies. we've been able to do a pretty good job of that so far, and others. Right now our detention Center right now we do have inmates and I feel with the detention Center is free of both of 19 and that's because we got the same people living there and they've been with us for quite a while and had their been it had been introduced to the facility we would have had some symptoms by now and we monitor that very closely as well as our officer. Health and I think the second half of that question was. so I think it's more a long lines of not how is the force doing but what are you currently doing to enforce the public orders okay where we make regularly on the public orders and our officers my officers were out there in forcing the orders now we are trying a very very best to get the message out and have to use the Amount of law enforcement to obtain the goal of compliance That's what our goal is self compliance. If we run across situations or that's just not happening, then we'll go into the warning from their citation. and the citation is it's pretty serious. It's got a five up to $5000 fine attached as well as 18 months in County jail, so we do not. Want to go out and issue some If we do not have to we wanna educate the voluntary compliance and for the most part, we're seeing a lot of that we do we do receive some calls. We're receiving calls now about the number of people in certain trail heads and Hartman Rocks. I've been out there personally at Hartman Rocks. We do have a lot of vehicles out there, but if I watched we had the social distancing and while I was there, there was only maybe six people in that entire. Parking lot and no one 's supposed to one another. So when you go to the parking lot, they look bad. once they get out and away from the parking lot, then the social distancing I'm I'm hoping is occurring I've not been up on the trails looking myself to to see how It's coming out so but but the deputies are law enforcement. we're all trying to follow the order from the public health. This is a really serious thing and we we've just we've got to get everybody to comply with that. If we could we can put this thing behind us in a much shorter time and if we continue to kick the can down the Street and And not force this disorder and and so the next question I think you've mostly answered the pick in County Sheriff is threatening arrest for those that don't apply with public health orders does Gunnison County Sheriff Plan to do Likewise What I heard from you is is that if we have to we will, but we're trying for compliance voluntary compliance first is that is that an accurate portrayal that is accurate. That's exactly what we wanna do arrest is certainly on. Table. I didn't even mention the word arrest because we don't wanna go there. If we have to go there to protect the safety of our citizens, we will go there, but that's our last resort. Dude tourists or people unaware of the order need to worry about receiving fines. They would normally be handled with they would be contacted and informed educated born and hopefully that will resolve the issue that has in the past. for we we have had people that needed to leave the County and upon our request complied. Is the Colorado State Patrol involved in the enforcement? Are you compelling them to enforce the order as well? The Colorado State Patrol, I would prefer that you reach out to them and get a response from them. Colorado State Patrol does attend our meetings. they're fully aware of what our mission is to keep our citizens safe and healthy and I and I I think you should contact State Patrol for a comment who all is involved in the issue inside of warnings and penalties. does this fall under mutual aid agreements in place or is there a relaxing of jurisdictional authority? so? With the the agreements that is a step higher than we're at right now the mutual aid agreement. as I read that agreement, we're not quite there yet. However, we are working hand in hand with all law enforcement agencies and guns and catch the North end of the police Department and Gunnison our Park service people division of wildlife for service again. This is serious male recognize it as being serious and we're all working together to do the best we can to protect our community our citizens. Is the seventh district DA prepared to prosecute haven't they haven't had conversations with them, but have their been discussions beyond just the County attorney about this, there was one meeting today in which they the disc attorneys were present. the way I intend on handling summonses would be as any other crimes committed violent and it would be turn. Over to the DA and hopefully they will follow up and prosecute and so that does lead into the the next question very similarly with the rest. How will the court system process them has this been discussed? It sounds like kind of the normal process will will be adhered to yes it will things have changed a little bit with this as far as the rest circumstance. we won. As a sheriff, I wanna be in and out of my facility as quickly as possible, Most likely an individual decided they will be seeing the judge following morning and at that point, the case will hopefully be a dealt with The way it is set up, I can keep them very safely you know in a holding the judge and that's why procedure for most case so you did already speak a bit to what the penalties are ah but is it the same for every offence say group bike riders versus someone renting a short term rental question answer so if you're gonna receive the same situation violation of the same order of the same potential panties and I believe you touched As well, but it sounds like there's a coordinated effort between all law enforcement in the County. who specifically is enforcing these orders or is it a team effort between municipal police and County sheriff. Well, I think it's a team effort. we do me. We go over the same information. We're trying to approach this problem from the same angle. of course, each agencies got some minor changes in their policy, but the overall projection is is the same as the enforcement of the. Will there be will there be door to door enforcement of second homes or short-term rental houses While other monitoring be in effect? are you monitoring things like Hartman Rocks parking lot. so the the door to door. We're not there yet. I certainly wouldn't take it off the table certainly if we have information someone is staying in a House and we believe that they are carrying the virus. for sure we're gonna be knocking. Dealing with them sooner rather than later, the Hartman Rock we got a lot of people out there and I I just hope that when we're practicing the social distance and the days that I've gone out there they're they're just wasn't groups if that at the base area. Have their been any tickets written arrests or warnings even face-to-face communication and education about the orders. What what have you guys seen or done so far? yes, there have been contacts me. we have been fortunate that in each and every case that after an explanation and an education of what we're dealing with in each case, the individuals left us in County. what if any, other penalties are you considering? I'm not really considering any other other penalties of on this. We're pretty much guided by the order that was signed by Joni and we'll follow that that order. When do you attend intend to launch more enforcement measures, it sounds like that that depends on on health orders Well it does and you know we're anticipating we may get an influx of people trying to spend time in our County but with the increase of people we may have to have increase response from our law enforcement and so these next ones I think are more directed towards Joni is it true. There's a reporting mechanism for businesses or individuals who are not compliant. Please describe how the. Are being tracked and what will be done to businesses or individuals who do not comply repeatedly. a tracking there is a reporting system and we have that available online and gonna County dot org slash 19, and those reports that come in I review those with a law enforcement group so that follow up can be done and typically it has been only done through education and outreach to those businesses or individuals to talk with them about the public health orders and make sure that they're aware of. There hasn't been any cease and desist orders issued jets, but a cease and desist order can be fun signed by me to be issued and posted by law enforcement if necessary, or there could be other enforcement actions, including citations or arrest if necessary for repeated late and violations that was beyond an education opportunity and. That that does lead into the next question is you know what does it take for someone to be issued a penalty or arrest? is it multiple warnings? Is it you know what what what would it take? So there's not one exact formula really is about working with the individual or the business to determine if they were unaware, they needed, education and information so that they could be aware and could follow the public health orders and we're willing to follow the public help orders or if there was Other situation where somebody was intentionally violating the public health orders that would that could be handled differently than education alone. So it's really gonna be individual situation depending on what the circumstances are. If there were they are tracking law enforcement is tracking those contacts. So if there is an individual who's had repeated contacts from law enforcement, then that could be upgraded to a different level of enforcement, including citation or arrest. and the last question on our list is more specific to the non-resident homeowners. how will exemptions be handled what's the process as far as you know getting an exemption there? There's also an online submission site again at the County County dot org slash Covid- 19 site where individuals requesting an exemption can file their information and I'm reviewing Individually to make a determination either a proven or denying a request an additional information for each individual exemption request. My goal is to have safety for individuals and our community. My goal is not to create other prices in our community or outside our community, but also to do my best to try to protect our community from seeing a surge of possible Kobani. Teen cases in our health care system or circulating throughout our community. I believe that wraps up the questions that were submitted if anybody has any additional questions for the future to be answered, please direct those to PIO as in public information office at Gunnison County dot org and Joni and John. I don't know if you have any closing remarks that you'd like to to have so I can just go back to the beginning. it looks like just trying to provide the basis for these public health orders as they were issued on Friday that take. The recommendations that had been in the prior set of public health orders and move them to a requirement. The requirements extend both directions for individuals that were wanting to come to our County to prohibit individuals from coming to our County that our visitors or individuals that own property in the County also are included in that provision in the intense again is around my concern that there's as much risk of bringing covid- 19 into the community as there is for community spread within Community so the second part of the order that was modified to that end was around folks that leave our County and travel outside our County to other communities. When they return to our County, It had been a recommendation in the prior set of public health orders, and it is now a requirement that individuals need to self isolate from anyone and everyone else for period of at least seven days unless they have symptoms of covid- 19 that appear during that seven -day period and Beyond that seven days throughout their symptoms until Symptoms have resolved and they've not had a fever for at least 70 - two hours without the aid of any medications a bit more generally. why did you feel that it was necessary to bring these stringent health orders on you know earlier than than some Gonna send County really was at the beginning of the outbreak that we saw here in Colorado and one of the reasons we were at the beginning is because of the beauty and the reason people wanna come here because we're an international destination without your recreation, including a beautiful ski resort and many outdoor spaces that folks can enjoy for recreation in our County. But because of that it brought people from around the globe here we saw spread in our community earlier than they've seen spread in other communities in Colorado in our cases appeared. Our hospital with stress quicker than we saw in the front range. we now see it throughout the state and other counties. Not all counties are experiencing this, but we certainly are seeing it in the front range and so because we were ahead of that curve, our orders have to reflect where we are in the context of not just our communities experience but other communities. There there was one last question that came came through regarding you know what are we doing about folks that that don't have anywhere else to go that are non residents can they isolate within the County with the exemption form. So anybody who received an exemption would have requirements of what they needed to do in order to comply with that exemption and I would anticipate some of the individuals will be required to do self isolation for a period of time it will be dependent on. Circumstances. And John did you have any closing remarks? my only remarks will be thank you for giving us the opportunity to to talk to you folks. It's it's important that this message I think get out to everyone and let everybody know we've all gotta follow the rules. we want to handle this through compliance and and not having to take additional steps but being in law enforcement. I'm well aware that we may have to at some point during this. 19 so yeah thank you for for us to answer your questions if you have questions I would welcome them and yeah that's it for me I I know there are a couple of questions we enter about unique circumstances like the north area of our company in the second traffic on the daily basis some you know will leave our candy to go into other parts of the state for their daily services as well as some Lake City that may come into Gunnison County for their essential service needs and I'm aware of those circumstances and looking to provide additional guidance on those circumstances here in the near future.
