Major budgetary decisions are still being made within weeks of an election with no input from the full legislature. Once again, only a select view-six people-are able to even propose how North Dakota is spending hundreds of millions of dollars. The lack of vision and motivation to have called in a special session when COVID was ramping up is unacceptable. This kind of sit-by-and-wait mentality needs to change:

"When the six-member Emergency Commission meets Friday, members will consider proposals from a host of state agencies to spend another $221 million in fund dollars. If approved by the all-Republican commission, which consists of the governor, secretary of state and legislative leaders, the proposals then go to the larger legislative Budget Section for a final vote."
