Lima: Sheriff Thomas J. Dougherty advises of the arrest of a Honeoye Falls man for Grand Larceny in the third degree in relation to an auto theft.

The Livingston County Sheriff's Office reports that on August 22, 2016 at about 5:15 P.M., Deputy Matt Moran responded to Plank Rd. in Lima for the report of a stolen vehicle. According to the complainant, the vehicle had been parked on his property and may have been taken anytime between August 16th and August 22nd.

On August ...23, 2016 Deputy Bill Cartwright responded back to Plank Rd. for further investigation. During the investigation, the vehicle was located at the back portion of the property. Deputy Cartwright continued his investigation, identified, and then interviewed the suspect. At the conclusion of the investigation, it was determined the suspect unlawfully removed the vehicle from the complainants property. When the suspect returned, he attempted to conceal the vehicle at the back portion of the property. The suspect, Christopher R. Thompson, 30 years old, was subsequently arrested for the theft.

Thompson was transported to, and booked in at, the Livingston County Jail. He was later arraigned in the Town of Lima, before Judge Harris, who set bail at $2,500 cash and $10,000 bond. Thompson remains incarcerated at the Livingston County Jail.

Handling the investigation for the Sheriff's Office was Deputy Matt Moran and Deputy Bill Cartwright. Assisting at the scene was Deputy Caleb Cutting from the Sheriff's Office Forensic Identification Unit (FIU).

Avon: Sheriff Thomas Dougherty announces another drug arrest as a result of Operation Safe Interstate.

The Livingston County Sheriff's Office reports that on August 22, 2016 Deputy Matthew Moran was patrolling Interstate 390 northbound in the Town of Avon when he observed a vehicle commit a traffic law violation.

Deputy Moran conducted a traffic stop and identified the operator as 34 year old Danielle Case of Rochester. A routine check of her drivers license revealed that ...her driving privileges had been suspended 7 times. Deputy Moran placed Danielle under arrest and continued his investigation.

Several clear plastic baggies were observed in the vehicle and one of them contained what Deputy Moran believed to be heroin. The substance was later field tested and was positive for heroin.

Danielle Case was arrested for Criminal Possession of a Controlled Substance in the Seventh Degree, Aggravated Unlicensed Operation in the Second Degree, Unlicensed Operator, and Improper Signal.

Case was transported to, and booked in at, the Livingston County Jail. Case was arraigned in the Town of Avon, before Judge Piampiano, who subsequently set bail at $500 cash or $1,000 bond. Case remains incarcerated at the Livingston County Jail.

Avon: Sheriff Thomas J. Dougherty announces two more arrests as a result of Operation Safe Interstate.

The Livingston County Sheriff's Office reports that on August 22, 2016 while patrolling Interstate 390 in the Town of Avon, Deputy Brandan Flickner observed a black Nissan Sentra traveling southbound. A check of the vehicles registration showed that the vehicle was reported stolen out of the City of Rochester on August 21, 2016. Deputy Flickner conducted a traffic stop as ...the vehicle exited Interstate 390 at exit 9.

The operator of the vehicle was identified as 39 year old Trudi Reppi from Rochester. The front seat passenger was identified as 43 year old Rickey Ryan, also from Rochester. After the completion of his investigation, Trudi Reppi was arrested for Criminal Possession of Stolen Property in the 4th degree, Aggravated Unlicensed Operation in the Second Degree, Unlicensed Operator and Uninspected Motor Vehicle.

Rickey Ryan was arrested for Criminal Possession of Stolen Property in the 4th degree, and Criminal Possession of a Hypodermic Instrument.

The City of Rochester Police Department was contacted and made aware of the arrests and the recovery of the stolen vehicle. Additional charges are expected from the Rochester Police Department.

A bail recommendation was provided by First Assistant District Attorney Victor Rowcliffe of $5,000 cash bail or $10,000 bond. Both subjects were transported, and booked in at, the Livingston County Jail.

Rickey Ryan was arraigned in the Town of Avon, before Judge Piampiano, who remanded Ryan to the custody of the Sheriff with no bail. Ryan remains incarcerated at the Livingston County Jail.

Trudi Reppi was arraigned in the Town of Avon, before Judge Piampiano, who set bail at $5,000 cash or 10,000 bond. Reppi remains incarcerated at the Livingston County Jail.

The investigation was completed by Deputy Brandan Flickner, with assistance from Deputy Bill Cartwright, Deputy Marty Herkimer, Deputy Brittany Smyder and Sgt. Chad VanAuken.

Livonia: Sheriff Thomas Dougherty advises of the arrest of a Livonia woman on charges of Aggravated Unlicensed Operation in the First Degree (felony) and Driving While Intoxicated (Misdemeanor)

The Livingston County Sheriff's Office reports that on August 20, 2016 at about midnight Deputy William Clarke observed a vehicle traveling eastbound on Rt. 20A in the Town of Geneseo without tail lamps. Deputy Clarke conducted a traffic stop on the vehicle and identified the operator... as 28 year old Melinda Torres of Livonia.

Deputy Clarke suspected the operator may be under the influence of alcohol and conducted a series of field sobriety tests. After the conclusion of his roadside investigation, Deputy Clarke placed Torres under arrest for Driving While Intoxicated.

A routine check of her driver's license showed that Torres had 14 suspensions of her driver's license.

She was transported to the Sheriff's Office where she submitted to a chemical test administered by Deputy Connor Sanford of the STOP DWI Unit. The results of the test were .14% BAC. Torres was subsequently charged with Aggravated Unlicensed Operation in the First Degree, Driving While Intoxicated and the Tail Lamp Violation.

A bail recommendation was obtained from First Asst. District Attorney Victor Rowcliffe of $2,500 cash bail or $5,000 bond.

Torres was transported to and booked in at the Livingston County Jail. She was later arraigned in the Town of Avon, before Judge Torregiano, who set bail at $2,500 cash or $5,000 bond. Torres remains incarcerated at the Livingston County Jail.

Avon: Sheriff Thomas J. Dougherty announces the arrest of a Canisteo man on drug charges.

The Livingston County Sheriff's Office reports that on August 20, 2016 at about 4:45 P.M. Deputy Shawn Whitford was assigned to Operation Safe Interstate. Deputy Whitford observed a vehicle traveling southbound with numerous Vehicle and Traffic law violations. A traffic stop was conducted and the operator was identified as 20 year old Gary R. Mullen III.

During the course of his roads...ide investigation, Deputy Whitford located 13 bags of suspected heroin and a bag of suspected cocaine in the possession of Mr. Mullen. Assisting in the investigation was Sgt. Chad Draper and his K9 partner Vader.

Mullen was arrested on 2 counts of Criminal Possession of a Controlled Substance in the 7th degree along with Vehicle and Traffic Law violations. He was transported to and booked in at the Livingston County Jail.

Mullen was arraigned in the Town of Avon, before Judge Torregiano, and was subsequently released after posting $500 cash bail.

Avon: Sheriff Thomas Dougherty advises of the arrest of a Rochester man on charges of Possession of a Controlled Substance and traffic related offenses.

The Livingston County Sheriff's Office reports that on August 21, 2016 Deputy Shawn Whitford was assigned to Operation Safe Interstate. At about 7:40 P.M. Deputy Whitford observed a vehicle traveling on Rt. 5 & 20 in the Town of Avon that was operating with an equipment violation. A traffic stop was conducted on the vehicle... and identified the driver as 36 year old Peter Tears. A routine check of Tears drivers license showed that it was suspended.

During the course of his roadside investigation, Deputy Whitford discovered Mr. Tears was in possession of 4 Suboxone strips that he did not have a current prescription for.

Tears was arrested for Criminal Possession of a Controlled Substance in the seventh degree, Aggravated Unlicensed Operation 3rd and an equipment violation. He was transported to and booked in at the Livingston County Jail.

Tears was arraigned in the Town of Avon, before Judge Piampiano, who subsequently remanded Tears to the Livingston County Jail and set bail at $500 cash or 1,000 Bond. Tears remains incarcerated at the Livingston County Jail.

Livonia: Sheriff Thomas J. Dougherty announces the arrest of a Livonia woman on an outstanding Bench Warrant and drug charges.

The Livingston County Sheriff's Office reports that on August 19, 2016 Deputy Robert Holt stopped a vehicle on Richmond Mills Rd. in the Town of Livonia. A passenger in the vehicle, Rebecca Hubbard age 30 from Livonia, had an active bench warrant out of the Town of Livonia for Aggravated Unlicensed Operation of a Motor Vehicle 2nd.

Hubbard was taken... into custody for the warrant. Upon her arrest, Hubbard was found to be in possession of numerous pills that were not prescribed to her, and are controlled substances.

As a result, she was additionally charged with Criminal Possession of a Controlled Substance 7th and booked in at the Livingston County Sheriff's Office Jail. Hubbard was arraigned in the Town of Livonia, before Judge Lemon. Hubbard was released after posting $500 cash bail.

North Dansville: Sheriff Thomas J. Dougherty announces the arrest of a Rochester man on felony weapons charges.

The Livingston County Sheriff's Office reports that on August 18, 2016 Deputy Brandan Flickner, who is assigned to the STOP DWI Unit, stopped a vehicle for an equipment violation on Interstate 390 in the Town of North Dansville.

During his roadside investigation, a passenger in the vehicle, Antonio D. Hilliard age 35 from Rochester, was found to be in possession ...of a switchblade knife, which is illegal in New York State. It was further discovered that Hilliard had a previous conviction for Criminal Possession of a Weapon in 2014, making this occurrence a felony.

As a result, Hillard was charged with felony Criminal Possession of a Weapon 3rd. Hilliard was transported to the Livingston County Jail. Hillard was arraigned in the Town of North Dansville, before Judge Werth, where he was remanded to the Livingston County Sheriff's Office, and is being held without bail due to prior felony convictions.

Mount Morris: Sheriff Thomas J. Dougherty announces the arrest of a Mount Morris man for Driving While Ability Impaired by Drugs after a traffic stop.

The Livingston County Sheriff' Office reports that on August 17, 2016 at about 6:30 pm, Deputy Brandan Flickner who is assigned to the STOP DWI Unit, was on patrol on Lakeville Rd. in the Town of Avon, when he observed a car that failed to use a turning signal and also was missing the driver's side mirror. Deputy Flickner init...iated a traffic stop on that vehicle and spoke to the driver who he identified as Jeremy J. Yencer age 45 from Mt. Morris, NY.

During Deputy Flickner's contact with Yencer, he observed signs that Yencer may have been under the influence of drugs. Dep. Flickner conducted a roadside investigation and also requested Officer Jeff Faugh from the Dansville Police Department who is a drug recognition expert to assist with an evaluation.

As a result, Yencer was charged with Operating a Motor Vehicle While Ability Impaired by Drugs, Failure to Signal, and Operating Motor Vehicle with no Left side Mirror. Yencer was transported to the Livingston County Jail to await arraignment on the charges.

Yencer was arraigned in the Town of Avon, before Judge Piampiano, and subsequently released on $500.00 cash bail.

Lima: Sheriff Thomas J. Dougherty announces the arrest of a Lima man on Felony DWI charges.

The Livingston County Sheriff's Office reports On August 16, 2016 at about 6:00 pm Deputy Connor Sandford, who is assigned to the STOP DWI Unit, was on patrol on Rt. 5 in the Town of Lima when he observed a vehicle operating without an inspection sticker.

Deputy Sanford initiated a traffic stop on the vehicle and identified the driver as Mark B. Sterling age 42 from Lima. While D...eputy Sandford was speaking to Sterling, he observed numerous indicators that Sterling may be under the influence of alcohol and requested that Sterling perform some roadside field sobriety tests.

At the conclusion of Deputy Sandford's roadside investigation, Sterling was placed under arrest for Driving While Intoxicated. A check of Sterling's driving record found that he had a previous conviction of DWI within the last ten years, making this arrest a Felony.

Sterling was also charged with Operating an Uninspected Motor Vehicle and Failure to Submit to a Prescreen Breath Test. Sterling was arraigned before Lima Town Judge Luhowy,, who remanded Sterling to the custody of the Sheriff and set bail at $5,000 cash, $10,000 bond.

Avon: Sheriff Thomas J. Dougherty announces the arrest of a Rochester woman for Aggravated Unlicensed Operation of a Motor Vehicle 1st.

The Livingston County Sheriff's Office reports that on August 17, 2016 Deputy Jason Butterbrodt was assigned to Operation Safe Interstate when he pulled a vehicle over for speeding. The driver of the vehicle was Katherine A. Shanken age 26 from Rochester, NY.

A routine check of Shanken's driver's license revealed that her driving privileges ...had been suspended 24 times. As a result, Shanken was taken into custody and charged with Aggravated Unlicensed Operation of a Motor Vehicle 1st as well as speeding.

Shanken was arraigned by Judge Purtell in the Town of York and subsequently posted $2,500 cash bail.

Proper installation, along with the proper type of car seat for their height and weight are critical factors to avoid possible safety failure and injury.

Geneseo: Sheriff Thomas J. Dougherty would like to remind our residents of our drug drop box. Since the implementation of a drug drop box in 2014, a great number of people have used this service. The Sheriff’s Office drug drop box allows us to do drug take backs every day, 24 hours a day, seven days a week at the Sheriff’s Office headquarters at 4 Court Street in Geneseo.

We are asking that you not place needles or other sharp items in the box as they may cause a safety hazard. During normal business hours, the public is welcome to come into the lobby and ask to see a member to turn over any needles.

MOUNT MORRIS: The Livingston County Drug Task Force reports the arrest of a Mount Morris man for trafficking crack cocaine following a 2015 drug investigation in the Village of Mount Morris.

On August 8th, 2016 Mount Morris Police arrested Joselito Rodriguez-Gonzalez, age 23 of Mount Morris, after eluding an arrest warrant for over a year.

Rodriguez-Gonzalez was arrested on a Superior Court Warrant issued in May 2015 for Criminal Sale of a Controlled Substance in the 3r...d degree and Criminal Possession of a Controlled Substance 3rd degree following an investigation by the LCDTF.

Rodriguez-Gonzalez was arraigned in front of Supreme Court Judge Thomas Moran and he was remanded to the Livingston County Jail on $50,000 bail or $100,000 bond.

The Livingston County Drug Task Force is comprised of the Livingston County Sheriff’s Office, Avon Police, Caledonia Police, DEA, Dansville Police, Geneseo Police, Mount Morris Police, Park Police, Nunda Police, ICE and the Livingston County District Attorney’s Office.

INTERSTATE 390: Sheriff Thomas J. Dougherty reports the arrest of a Rochester man for driving with suspended driver's license and other vehicle and traffic violations.

On August 11th, Deputy Brandan Flickner was assigned to the Sheriff's Office STOP DWI unit and pulled a car over for speeding on Interstate 390. The driver of the car was identified as Tavares McMath, age 26 from Rochester, NY. A routine check of his driver's license revealed that his driving privileges h...ad been suspended 27 times.

McMath was placed in custody for the Felony of Aggravated Unlicensed Operation of a Motor Vehicle in the 1st Degree, as well as the traffic infractions of Speeding and Operation of a Motor Vehicle by an Unlicensed Driver.

It was also discovered that McMath had a warrant for his arrest out of Gates Town Court for similar charges. McMath was taken to Central Booking at the Livingston County Jail for processing and pre-arraignment detention. The District Attorney’s Office did recommend bail be set at $5,000 cash bail or $10,000 secured bond.

McMath was arraigned on August 12th in Avon Town Court before Justice Torregiano. The Judge did set bail at $5,000 cash or $10,000 bond.

LIVINGSTON COUNTY: Sheriff Thomas J. Dougherty announces a 26.20% decrease in Index Crimes over the last three reported years for Livingston County.

When comparing the total index crimes from 2012 to the same crimes in 2015 there was an overall decrease from 1195 to 882. The greatest decrease was in property crimes, where there were 335 fewer crimes over the same time frame, for a 29.40% reduction.

The total index crimes reported to the Livingston County ...Sheriff's Office for the same time frame decreased from 537 to 397, for a 26.10% reduction. The greatest decrease was also in property crimes, where there were 150 fewer, for a 29.30% reduction.

Sheriff Dougherty stated, "These numbers are great, but what these numbers really mean is there were a lot fewer victims of crime in our county."

The fall in crime can not be attributed to one event or one investigative technique. Some of the techniques utilized or instituted over the past couple years include "operation safe interstate." This effort has resulted in not only safer roadways, but has resulted in numerous drug arrests. Operation Safe Interstate, along with the great work of the Drug Task Force, has removed a great deal of narcotics, drug dealers and drug users off the streets along with the ability of the drug offenders to perpetrate other crimes that support their habit. These offenders are removed from the community, taken directly to jail, booked, and held in jail prior to their arraignment.

Other techniques used include directed patrols to areas that have a spike in crime, a relentless follow-up to reported crimes, and greater communication with our communities through community policing.

As a law enforcement community, we have several meetings with agency leaders where intelligence is shared among everyone. We have successfully conducted many joint investigations and operations over the past several years.

Additionally, those crimes that are reported to the Sheriff's Office are each assigned for follow-up investigation.

“When we compare our Sheriff’s Office cleared cases to that of the national averages, we can see in the numbers what a great team we have,” stated Sheriff Dougherty. “Our clearance rates far exceed the national averages in each category. Our success is due to the hard work of the men and women of this Office and I couldn't be more proud of them. The citizens we serve are also a key component to preventing and solving crimes. The residents have been outstanding to work with and we will continue to build on our great relationship. Some folks that follow our Facebook page, our Twitter or see our arrests on the news, may think that Livingston County has a lot of crime. The reality is Livingston County is one of the safest counties. We will continue to work hard to make it even safer and we thank the community for their continued support.”

INTERSTATE 390: Sheriff Thomas J. Dougherty reports the arrest of two people from Rochester as a result of a traffic stop on Interstate 390.

Deputy Shawn Whitford, who is assigned to the Operation Safe Interstate detail, pulled a car over for several vehicle and traffic violations that included speeding, excessive window tint, and inadequate stop lamps.

The driver was identified as Angel Pabon, age 36 from Rochester, NY. A check of Pabon's driver's license showed that it ...was suspended 29 times. A small bag of marijuana was also located in the vehicle.

Pabon was arrested for Felony Aggravated Unlicensed Operation 1st, Operating a Vehicle without a License, Speeding, Excessive Tint, Inadequate Stop Lamps, and Unlawful Possession of Marijuana.

A passenger in the car, Naomi Ortiz age 19, also from Rochester, turned over a quantity of marijuana that she had in her possession. She was also charged with Unlawful Possession of Marijuana. Ortiz was issued an appearance ticket and will answer to the charge at a later date.

Pabon was transported to Central Booking at the Livingston County Jail for processing and pre-arraignment detention. The District Attorney’s Office did provide a bail recommendation of $1,500 cash or $3,000 bond. Pabon was arraigned on August 11th in Avon Town Court before Justice Torregiano. The Judge did set bail at $1,500 cash or $3,000 bond. Pabon did pay his bail and has been released.

Assisting on scene was Deputy Michael Williams and Deputy Morganne Harrington.

LIVONIA: Sheriff Thomas J. Dougherty advises the arrest of 38 year old Kristy L. Peffers of Leicester, NY following allegations of an employee stealing from a local business.

Deputy Sheriffs conducted an investigation into stolen money from a local business in Lakeville, NY. It was discovered and alleged through the investigation that Peffers had used the company's credit card to pay off her personal credit card bills the past 3 years. It is also alleged that Peffers did ...these fraudulent acts over 100 times the past 3 years totaling more than $81,000 in charges.

Peffers was arrested for the felony of Grand Larceny in the 2nd Degree, a class C felony. Peffers was transported to Central Booking at the Livingston County Jail for processing and pre-arraignment detention.

The District Attorney's Office did recommended bail be set at $25,000 cash or $50,000 bond. Peffers was arraigned on August 9th in the Town of Livonia Court before Justice Lemon. The Judge did set bail at $10,000 cash or $20,000 bond. Peffers paid her bail and was released.

The investigation and arrest were conducted by the Road Patrol Division and Criminal Investigations Division.

MOUNT MORRIS: Sheriff Thomas J. Dougherty reports the Felony level arrest of a Mount Morris man for charges related to a credit card theft.

Deputy Brittany Smyder arrested 35 year old Brandon E. Jenkins of Mount Morris for stealing a credit card and using it at several stores throughout Livingston County. The arrest follows a complaint called in from a York resident that stated she was missing a credit card and that there were several unauthorized transactions made on it. ...

Deputy Sheriffs followed up at the locations where the card was used and were able to identify the alleged thief as Jenkins. Jenkins was located and charged with Grand Larceny in the 4th Degree, Forgery in the 3rd Degree, 3 counts of Petit Larceny, and 3 counts of Criminal Possession of Stolen Property in the 4th Degree.

Jenkins was transported to Central Booking at the Livingston County Jail for processing and pre-arraignment detention. The District Attorney’s Office did recommend bail at $4,000 cash or $8,000 bond. Jenkins was arraigned later on August 5th in Geneseo Court due to a Mount Morris Justice not being available. Judge Bushnell did set bail at $10,000 cash or $20,000 bond.
