Hoyer Floor Remarks on Proposed OPM and GSA Merger

The Trump Administration’s proposal to merge the U.S. Office of Personnel Management & the General Services Administration would undermine the work done by both agencies and severely impact morale. I thank Gerry Connolly for offerring an amendment to block this merger.
