Majority Leader Steny Hoyer était en direct.
Leader Hoyer holds a press conference on legislation he is introducing to remove the bust of Chief Justice Roger Brooke Taney from public display in the U.S. Capitol and replace it with a bust of Associate Justice Thurgood Marshall. Taney wrote the majority opinion in the Dred Scott v. Sanford case on March 6, 1857, which declared that African Americans could not be citizens of the United States and struck down limits on the expansion of slavery. This past Friday marked the 163rd anniversary of that ruling.

Good afternoon very much for being here. I'm pleased to be joined by the chairman of the Congressional Black Caucus, Jim McGovern, the chairman of the three of my colleagues, Miss Burger, Mister Sarbanes and Mister Raskin. Mister Brendon are also joining in this but could not be here at this particular time I'm returned last night from three days with John Lewis in Montgomery. Alabama in Birmingham and in somewhere we will walk in with with John on the Edmond Pettus Bridge, of course, is a holy site policies. where America confronted with its failing or that the phrase that all men are created founders was an only in the breach not in the following the past Friday. The end of the eight 50 - seven ruling, which was a Mark of shame on our country history who said that African-Americans could not Uphill and inspired around the country. That decision was of court wrong and no longer is the position of the Supreme Court, having said that every time you go into the old Supreme Court here in the capital of the United States, from the side entrance, not from the hallway, what used to be a front of Capitol built you see a bus and that bus is Roger Brooke Tony, who is the chief Justice of the The Dread decision. That that was inappropriate and statute of Roger Brooke Tony, that was on front excuse me this front of the bottle and place has been removed they're remains on the West of the third dark. That's why I along with my colleagues are introducing move. She's Justice Roger Brooke Tony Buzz the old Senate chamber this resolution would replace. Of us of a great American and Great Maryland. for the that all men and certainly a women today and hopefully although obviously night out that is well of us, I mean when we say that all kind are created equal in the image of God replace it with Thurgood Marshall, the first African-American serve on the Supreme Court of the United Now that history. That will should be Brady an episode in Maryland State House, as I said that's the statute book, Tony was removed in 2017 too late, but as I said, when we passed the lynching bill two weeks ago, who like to do the right thing and Adam shared. Thank you for your leadership ensure that happened today. We're standing here in and as the leader of the to ensure that this is abide by a bunch of one who deserves that. Are and reflects America and let me as I said the chair, the chair of the California Assembly and the Chair, The Congressional Black Caucus, Karen bass. Thank you very much thank you for your leadership we work ago as you mentioned Anti-lynching bill and I see so appreciated but this situation to my attention. I was not aware of it, but you know it's fit this month. We're in a period of reflection the people's as the House of Representatives is and never really before the people was reminded of a painful history that essentially saw the existence of events or at least not acknowledge it. We're entering a new area, examining our history and beginning to history for its good. And also it's bad and this has been there's examples of this country now when you go back to some of the museums talking about Montelongo mansion where Justin lives, there's now an acknowledge Sally Hemings existence patient of the memorial to enslaved Africans at the Mount Journey, Vernon museum shows that US history nearly being retold the good, the bad and the ugly, the removal of chief just Hannity's bust long overdue and his legacy will forever. Bounce the man who essentially designed the the trust slavery and Dehumanize America purse, a black woman constant reminder, and the people has always left on my mouth in my mouth. We know we have other examples on the Capitol that at some point we need that day. We have an opportunity to replace the darkness with light honor a man a true with dignity. That's a man. He was the first African-American US Senator General, and of course, was the first African American on the support. An instrumental role loading racial equality during the submit and as a lawyer, stellar includes 30 - two cases before the Supreme putting 21, of which of course Brown versus board of education. I am honored to have my colleagues from and our leader for demonstrating his lead and his long legacy also fighting for equality and making sure that the House of Representatives reflect that thank you. Jim McGovern from Massachusetts very much and good afternoon everybody and I wanna thank for introducing this important bill and I'm proud to be part Of it along. With Chairwoman bass and my colleagues for the Maryland delegate as I mentioned, I just returned him from three days in Selma, Alabama, where he joined Congressman John Lewis and members of Congress to celebrate the hero of the civil rights movement, put up against injustice and in many cases, shed blood and some lost their lives True Salmo to Montgomery to devote they files that were put forth founding that all are created equal. America live up lived up. Fired too often our leaders have fallen short when and where they have, we should remember the injustices that traded not celebrate those who purple them Our capital building is all of our democracy that we choose to display here at matters. I believe we have to sell it to a freedom and equality are not those who have defended them moving this is from the Capitol is the right thing to do having Roger Tiny statue here sends the wrong message to members staff means of visitors who will doors every. It's time to live up to our honor those who opposed injustice, not those regretted it and I can't give a replacement a could sell it. We can all see together and I hope that we can act on this just like now happy to write a roofers Burger, Maryland. First, our rich tradition be proud of fortunately, the life and legacy of Court Justice stain on our history. I'm joining with my fellow nurse and seeking to separate and I wanna thank my friend Steny Hoyer for introducing this legislation. Stephanie Thank you for giving us all the opportunity to join in your efforts. I know that our colleague has a comings today plus that the US Capitol should be reformed and Patriots who reflect our Democratic values and priorities are in the left free. I believe that. Makers we have a mandate to advance equal or even possibility. It's an obligation and we need to call out others who use their soapbox to vote intolerance those who lead with fear instead of facts. I'll just say that diversity is our problem is that this bill is all about celebrating our diversity equality and anything less I now like to Congress Harvey. Thank you and thank you lawyer for together and your introduction to build and invest. Thank you for your leadership on delegate. It's hard to imagine anything that qualifies more as an attempt to pull the arch of the universe towards Justice, the action that we're taking today with the intent of this of this piece of legislation obviously Red Scott decision was a real scar on our democracy Justice Toni's to suit case and as my colleagues have said. Sense to continue to have the statue on position there at the old Supreme Court. this is an opportunity to demonstrate that a country a society people can learn from our mistakes. That's what we're doing here exciting that the story end with remove his statue partners. That is it's about what status replace it establishing civil rights figure someone that Maryland there's I'm so proud of but everyone in our country for his service to the civil. Movement That's just third good marshal. It's 20 - four years on the Supreme Court leading that fight to make sure that everyone's voice is so we're taking a statue of a man who unfortunately used force of his to keep people down into the night. Personhood really to American citizens and we're replacing it someone who in every day of his life and career he could to the voices of the. Very important thing and I think it's something as I said they can for generate when they're about the fact that we trade out one statue for the other, they'll have to understand the history of things behind that. So again, Thank you Leader Hoyer for bringing a gathering without turn it over to my colleague asking you John that the past isn't dead. It isn't even past so I wanna thank Minority leader Hoyer that this House is alive and we've got to wrestle with it and I wanna thank my friend. For her magnificent leadership, both within the Black Caucus and within representative bringing us together very exciting piece of legislation that is offered it gives us the chance to replace us of the premium Court Justice who worst Supreme vision of the 1960, the lawyer and Justice who argued the greatest Supreme Court decision of the twentieth century. It was the dread Scott decision, which determined that Americans have no right that the White man is bound to respect. it was that which determined in. Slaves a citizen meaning Diversity Jersey under the constant, but it was versus board of education, which they're good, Marshal argued. the NWC P legal defense that racist doctrine of separate, but equal has no under our equals and under the American country. so this is a Dream piece of legislation even though it deals simple. but these are extraordinarily important simply have very little control of the sort does but if we have. The ability to honor those justices who will deserve to be honored and that certainly third good Marshal Iceland State Senate Majority Leader Hoyer as well. I was there when we introduced the third statue in front of the Mirror, State House and the Tony statue was moved to some and I've got to watch thousands and thousand school children come in March at the statue of their Goodwill and this was. Important moment of reconciliation for our state because steady Marshall was rejected by the Maryland Law School. He was not there, which is why he went to the Howard ball, but it is to our credit through good Marsh front in front the statehouse and he did now and always will have a place of great honor admiration and love the people of Maryland. so I can't wait for this legislation and I wanna salute a study introducing it. Thank you very much congressman and thank you. Karen and thank you. Chairman of the. McGovern and It is important for us as has been said recognize right be taught what was wrong. I think John you call it. I hope God lead in and we have us to see gorgeous their good Marshall at the entrance to the Old Chamber will remark that there was there and it was a bust of a person who wrote some not quite a hundred years after that, I've independent that no equal. We haven't lived we made and that the anguish written premise didn't forget about it don't sweep it under the rug. I'm sure that's what Frank marching in Montgomery and Selma and looking at Birmingham's Floyd Ingram Park and the Sixteenth Street Baptist Church were four little girls were killed by crime, which Bobby is a hate crime mob violence taking the life of some called their skin or some other just. Which is not rubbing to the content of their character or their performance. so I'm I'm able to expect to receive a lot of cosponsors this legislation over the next month at the Committee will consider this. we'll move it forward quickly and send it over to the United States Senate questions. No, I think it's first first and I know a little bit of time. I don't know that we've had searched it whether any brought it up and I'm really not herself. I walked by being from Roger Brooke Tony story knowing the dread Scott decision in which I I opposed. I'm sorry that's earlier and I kept thinking about. that's you know, shame and and so I was just one day and and I know whether it's been done before. but as I said before never too late to do work to do the thing if I may. There is a lot of anxiety. What steps are you? What we are doing into experts, we're talking to a position. We're talking to CDC talking, Tony Foucher and others to get their best advice. We wanna keep our life. We wanna keep our safe our staff safe members safe but this point time we are not considering was that tells us that we are down not have sessions and not have the capital open. We are very concerned and we're making every vestige that we can get. I talked to just a half an hour ago meeting tonight of what I. Appropriate to keep our people safe. Several members that are self quarantined now. How bad does this need to get? Make sure every member has been in contact us. When I was and what we're going to do, we're gonna see the best best changed my ringtone. Issue in their important issues we're gonna say the best advice possible. we we We are kindness and the fact that you know it continues to need to operate in a boy for people's wealth and lives, which also their livelihood. they're going to and fro, but not that we are very concerned. What is the best step to take our members saved to keep the public safe. This is not limited to the country. The United States you have business country that are taught this. you've got schools talking about asking about it every but I need to do with people aggregating. there aren't very many people who just don't don't face with the rest of their community. so we need to be careful. We do not create panic to create truth and very Frank that we do not promise that we have some people who minimize frankly, we had some people didn't give the facts either. Chinese There wasn't transparency. And that may exacerbate the issue so we're gonna be very careful, but they were having a meeting tonight to consult medical experts with the Center for Disease Control, which is really the Center that we have in the United States and in the world to determine contain and keep people healthy and safe as we can. But nor do we want a panic and very friendly past legislation. We need to do things that money or policies. you know we we need to be. Go to the extent that we can be here that's a good policy but again the primary interest that Speaker and I have and then I think all their lives have is the safety the public the safety of our employees and safety of members right and. I mentioned by mister Austin, all of the people who come to Capitol. We are place where thousands of people on a daily basis and there if we have to be very kindness and aware of act that the risk that that as I said, Mister McGovern and were large number of people in Selma, Montgomery and Birmingham, just the other day that the there was being taken and hands trying to do not have his contact as one might have otherwise. I think about that. Wanna panic anybody but nor do we fail to taste that by our life? URI you think Congress. We're gonna have the skate and all of those I mean you didn't mention a lot of things put down the schools. There are a lot of children who will not have meals unemployment insurance Now insurance is a good shape right but obviously if you have the kind of unemployment that kinda bladed if we if we have places that a lot of people it it on down there may be a need for us to step in to help them meet the unemployment problems cuz mortgage aren't gonna stop groceries shopping is not gonna stop There's. There may well be and we had one of the committees to determine what legislation with this jurisdiction. my contemplated need to respond. It just been it was tense to low and unwieldy a lot of the times, but when the emergency is not a partisan emergency, this is you know a health emergency. This is not about partisan politics. It's about people's health and in that instance to come together very quick as a matter of fact, top Mister McGovern Mister McGovern is suggested, and I think we're gonna do it. We can do things which is called Marshall Law where you can. When you can come, I can do something a rule and a bill on the same day, but we're preparing for that. Thank you any other questions. real quick. Do you expect to have support. It's Marilyn United. I have talked to mister Harris was mister Harris has an interesting of the good news Bad news and maybe show both just don't have both statues that are butchers there. Amen and this is you know in this rejected. It's instinct a thought. I don't want anybody confused that I don't want to good people on both sides. What's up son, I definitely have books cuz the Sun must have Kevin. Thank you all very much. Thank you.
