Everybody and welcome to my Mark Warner, Facebook Live. I know a lot of folks who are involved in our campaign or watching this as well. I I really appreciate everybody being willing to spend a couple of minutes over the next 40 - five minutes or so on this subject, let me start off by making a couple opening comments and then I'll immediately move to questions who could have predicted a month ago or six weeks ago, eight weeks ago that our lives will Turned upside down as I'm sure all of us are it has been a challenging time. as we watch our fellow Americans, some of the horrific scenes we see on the television as we see the kind of economic uncertainty that don't think any of us could have predicted you know even three months ago. I believe that in many ways the next two weeks will be some of the most challenging that in Virginia or across the country, it will face cuz we have three things all coming to. One and a lot of this started this past weekend as we approach the end of the month, the enormous economic uncertainty, the fact that six point two million Americans filed for unemployment today, the fact that there was you know Three million last week and those numbers I'm sure will go up just reflects the fact that the bottom has fallen out for a whole lot of Americans that probably could have never predicted that and as as well, we've got the challenge that many people had to suddenly deal with you know what kind of bills do I pay at the? End of March and going into April, so that number one number two with that economic uncertainty comes also the question of okay. I've heard about this bill. I think it's a six point two trillion dollar bill. What is it gonna do for me? What am I gonna get my money and some of those questions. I'll try to announce answer tonight and then third. We've got the very real issue that we will in Virginia and I think across the country for the next at least few weeks. see those numbers continue to go up both in terms of people getting the virus. And unfortunately the desk so we all you know have to recognize that I hope as we shelter in place or shelter at home that will take a moment and also you know reach out to somebody in your family or somebody you care about and tell them you care about em and realize that we will get through this. We will prevail. I have enormous faith in Virginia and facing faith in America but I don't wanna underestimate what we're gonna going through. so let me go ahead and. And get some of these questions and I'm anxious to get your questions and comments as as we move forward first I am hearing from Randy in Prince William, what is being done to get more testing kits available for Covid- 19, particularly in Virginia, North Northern Virginia. I believe that when we look back on this this virus the failure of our country to be fully prepared, particularly in testing is gonna be one of the one of the biggest challenges, and that personally comes with the fact that why didn't America join with other Nations with the WHO testing standards or set back in at some point, In January. I think we would have been much much further ahead. the fact that we've kinda created our own test. We need to find out afterwards. You know why we didn't join that international standard. I think we all deserve that answer. chances are we're not gonna get it until this is behind us in terms of testing itself. We are still hopefully behind in Virginia. we've done about 1617 thousand test. I believe maybe a little bit more good news is UVA has come online. It's able to do three or 400 test today with a new testing. We've got our state labs. unfortunately, we've got some of our private lab. It's still taking 567 days that's totally unacceptable. The one piece of good news is that a private company Abbott Labs that FDA approval to start producing a new test that actually has a turnaround time in about 15 minutes. That's that's good news the challenges that can only make 50000 of those test today. And so, when are we gonna start seeing more of these tests in Virginia, Northern Virginia and frankly rural communities that may not have seen any incidents of the virus shit we need it everywhere. I think unfortunately, we're only gonna see these numbers slowly creep creep up. We're not gonna see an exponential growth in them. The testing capability at least in the in the next 10 days hopefully after that, we can see some of these ramp. I got a question from Lynn. Davidson is saying why are PPE is being sent equipment being sent to other countries When that is a great great question. I saw the. Reports probably like you did that Originally we were calling around for the government was calling around for test equipment and you know, calling Thailand and suddenly they the ties were saying well, you're sipping us some equipment. This is a case again. The President should have used the Defense Production Act and had an organized effort on PPE. the fact that we have States bidding against each other. The States that that are the hospital systems are bidding against each other is outrageous The fat. There wasn't even an understanding that this was going on shows a lack of oversight. I think if the President had used that power that would be would be better situated. that being said, you know how we gonna get more equipment, you know we have seen some of this move over to Fema and it does appear that there's less White House interference in hook, which States get equipment when it's at Fema. we've also in Virginia and because we've had. Kinda set up our own operation, The Secretary of Public Safety, Brian Moran is is taking some of that activity on you. can you know contact that office. If if we're if you got equipment to donate what's the number of people have come forward and if you've got needs, I've asked health systems to go there also not only going to female, but let's go to the state as well. Erica from Fairfax says that her parents live in Frederick County Winchester. They don't have any options for high-speed. Internet which inhibits them what's being done to address the lack of High-speed Internet in Virginia. This is an issue that has not come about by just as fibers. It's something I go back to when I was governor when I was proud to lead the biggest rural broadband deployment in our country back in the early two thousands but we've not kept up that effort not just in Virginia but across the country. so the fact that we've got basically one out of 51 out of every six Americans that. Live in rural communities don't have that kind of access is you know a sign of inequality and and you know this is being driven home now in ways that hopefully God willing our country is gonna learn from and ability to deliver high-speed broadband, particularly as we move into this next generation. What's called five G is not a nice to have it as a requirement, and we've gotta make sure one we have the financial support from the government. But two, we need to make sure that the Internet service providers you know are incented to make sure that we don't have another gap around five G. The one good thing that we have been able to do with the with this out of the virus challenge has been we have been able to make sure that people who are studying at home working at home that they're not gonna be charged unnecessary additional fees if they exceed their data uses. If we're telecommuting and tell us studying, we should not be charged and for those communities that. I've been working with the Internet service providers to see if we can at least get them to provide free WiFi in a lot of areas where there's not brought in again for students or are folks to be able to work at home. from Sean and Mark Carr since the tornado virus we've seen farm with farmers have watched commodity prices fall. The ridiculous lay low levels the tariffs on the heels of the chairs farmers are struggling. I I have great and you know I. Believe we're seeing again the outgrowth of a challenge. I have concerns with the Chinese government. I wanna be clear my concerns with the Chinese government, not with the Chinese people and I'm very upset with the administration continuing to label this the virus in China virus, which is leading Americans to discriminate against Asian Americans, Chinese Americans in particular that is not who we are but I think the President's approach on the challenge with China has not been. it's not been. I've been thought through so I think it's time to. You know recognize during this at least this period. we need to see some relaxation on those tariffs. We need to make sure American agricultural products can be sold to bring up prices and we also need there's about nine billion dollars in this in the care package for specialty agricultural products not nearly enough Sandra from Roanoke What actions are being taken the federal level to get essential PPE for our nurses, physicians and other health care workers that is getting a little better on a PPE for health care workers. but you know the truth is and I have my heart goes out to anybody. That's health care worker. what they're doing to protect us for first responders for law enforcement, But the truth is in this crisis. You're a first responder or you're on the front line. If you are a grocery store clerk if you work with the drug store if you work in the sanitation. Area I mean I had I had a call earlier with a series of folks and you know somebody who's the new head of the Virginia Morticia vans but the volume of dead bodies that are gonna be handling. you know they need the equipment as well. They need to make sure that is essential requirements. so this goes back to my earlier question. comments about we need to get this PPE out. we need to have the President use the Defense Production Act in the short-term. Ironically, you know, I was actually starting to buy some of this equipment from China. where they've now committed 20 - two. I think complete C, 40 -sevens or large large airplanes coming in you know that is a short-term issue question. It's not a One of them 10 Colins says what thing what about folks who are 17 year-old seniors in high school. you know if you're still claim that is independent. you know that will mean you're you're limited to the $500 out of going forward basis. I think that could be reexamined. one of the questions I had on one of my last calls was you know in this for folks who are going off to school who are already in College. We we gotta take a have the ability to have parents refile the faster form, which is the student financial aid because what may have been valid in January and February for a whole lot of Virginians is not gonna be valid right now, and I think that we need to be able to refile that in a way that reflects current economic circumstances not not those that were maybe valid a while back. Let me go to another question. Amy from Arlington for all of us who've been or will be laid off. That are renters, there's gonna be a sufficient reprieve for those families on on renters. Let me go through this briefly on mortgages any mortgage that touch the federal government. So if it's a Fannie May guaranteed Freddie Mac VA FHA FHA, Jenny May you can have six months for bearings. it does not get rid of that obligation. It's simply rolls it forward for renters. The only forbearance has given is if again if it's somehow federally connected. You know if you're a section eight housing if you were if you're in multi family housing, a lot of that has a federal federal mortgage on it, but the challenge is people have pointed out is even if you get two or three months for parents. If you have to start paying that rent, you know three months from now and add it to your existing rent. you know what do you do and the challenge there is gonna be can we provide some additional relief in the next bill. That's what I hope and can we work with the. Landlords the banks and even the regulators to make sure that if there is some Real forbearance being willing to kinda cut some runners a little bit of a break. How do we make sure you know that passes all the way up to the system? that's not done right now. I can't really even folks that don't have federally connected programs. If you're a renter, you may get beginning nothing in terms of form, but you have to work that out with your landlord. But if your landlord says they need pay, they need all the money. I would simply say well, I would urge the landlord to at least talk to their Bank or their mortgage holder because we have granted some you know relief there. Relief to be passed down to landlords and winners, but that is something that has to be further dealt with Tamara just asked why is the federal government refusing to mandate a National stay-at-home order camera. That is a great great question. There are 12 States that not have not done this. I wish there was an easier way to slow the growth the growth of the virus, but the stay-at-home owners we've orders we've seen this all across the country. It's the only rational way to get. And I wish again the President would step up and do that Adam from Harrisonburg aside from your personal work as a senator. What are you doing to keep yourself busy entertaining? Adam I actually thought that by after the bill passed last Wednesday night and I got back, I thought Oh my gosh, I gotta get to cool out for a little bit. not the case. this has been as busy as ever starting last Thursday calls trying to reach out trying to figure out what we got right in the bill and what we got wrong. so I get a chance to do a little bit of exercise on an exercise bike in the morning and I'm pretty. Cranking at every minute from them all the way through early evening, but I'm not complaining. I got you know two of my daughters here my life's here. I've got a farm and my other daughters down there. They're safe and I don't have any of the financial stress that so many others have right now. So I I count my blessings and I'm trying to do all. I can to make sure that that this bill and this this is implemented quickly appropriately and I can feel. Attention but people are conveying and God willing. I'm gonna be able to try to get this get this done in an effective and efficient way, but thanks thanks for the interest well, they're gonna make sure I get this one hold on one second here you think for somebody that was a that was involved in cellular phones from the early eighties that I'd be better on the technology Denise and Locust Grove says. Stay stay-at-home. April to June Will there be an extension of individuals stimulus after the April scheduled one -time payment Denise. We don't know that yet I think that would be something that will be taken up in the next bill and as well, I know one of the programs that's probably gonna become the most popular is the support for small businesses. those under 500. It's basically a program for eight weeks where if you're a business or a nonprofit under 500. you get this assistance, it can be for your full And some overhead, but again it's only eight weeks and you have to be willing to kinda commit to bring all those workers back. Well. We're still quarantined eight weeks from now. What are we gonna do? We're gonna have to replenish the bucket of those funds and that will require again that will require again you know Congress reacting Jennifer asked. Are you worried about the vulnerability of our country? China Russia North Korea being able to exploit us Jennifer, you know, I have huge trust in our you know. Services and our military, we have the strongest in the world. It would be a grave mistake for any nation to think because we're grappling with this virus we we can't also protect ourselves, but at the same time, let me make very clear. Jennifer. I don't think we should be putting for example those who are serving in harm's way. So you know there's been a public reports and I've been trying to reach out to the Navy. Acting Navy Secretary. You may have seen the reports about the Teddy Roosevelt an aircraft carrier. Carrier that's in the Pacific. It was originally imported in Virginia that you know they've the commanding officer said 90 percent of the sailors should be taken off the ship. They've got a hundred folks with that have tested positive for Corona virus. I wanna ask the Navy Secretary. What are we doing to keep the safety of those sailors for most in mind? We still have other capacities in the Pacific. I've not gotten a response yet, but one of the things you know we need to do with our military during these challenging times one I. We gotta keep them safe. you can't self quarantine on an aircraft carrier. If you think it's bad on a cruise ship and be worse, I've been on carriers. It's worse there other Navy ships to the military needs to be much more transparent. You know we need to tell the families we need to tell elected officials what's going on and and three, and I say this is again an issue I've been working on for some time. we need to make sure that those military families, those spouses and families that are home live in appropriately. Clean military housing for four years we've been working on this, There are too many military families. There's eight private companies that run most of the military housing. Now there's horribly substandard conditions. We finally been able to get this in a bipartisan way. we finally been able to get we finally been able to get a military family Bill of rights and the chain of command needs to enforce that bill right. So if you gotta you got a loved one, a sailor deployed and you're worried about her, she being sick on a ship. You gotta be able to have your family in in quality. How. In the intro, so that is those are the three things we need to deal with there How do you see antibody testing being is from Susie? How do you see antibody testing being implemented for the public again? I think this goes to the whole question around testing where we are behind and we are catching up. You know you look at a country like Germany. They adopted the WHO standards they have the virus, but the level of you know death is dramatically lower because they have massive amounts of testing. We need this testing not only in the area. High hot hot spots right now, but we need this testing to a presidential by hotspots in rural communities and other communities in Virginia so that if we can isolate this at first and make sure that people don't go out and mingle that have been exposed, We can cut back the cut back on on the spread and asked, can you post this meeting so we see it later yes we will try to do that and I know I'm talking a mile a minute but I really wanna try to you know get to. Many of these questions as as possible, Jennifer Stacey just asked another great question since the outbreak of this virus has highlighted the dependency we have on global market for drugs and other vital materials. Will we make a priority to bring this manufacturing back at home? Jennifer If I have anything to say about that, add absolutely when we discovered that 80 percent, I gotta Intelligence Committee briefing on this and when I discovered that 80 percent of the raw materials are imported from China for our drug supply that is not in our National security, and it's not like these materials are unique to China. There are certain. Like rare earths that are unique to China, These are things that if we were willing to have our pharmaceutical company simply pay an extra nickel, we could we could source here at home and I I believe that the aftermath of this virus we're gonna have a moment not unlike what we had after 911 where our country is gonna come together and we're gonna need to have a review of what we did wrong and how we prepare ourselves going forward. I can envision you know just as there was a creation of a Department of Homeland Security that could be a creation of some level of Department of. Another pandemic protection cuz this will probably not be the life last time in our lifetimes that we have to address this kind of problem and that would be PPE and how to be testing. It also auto be supply chain and and from drugs to this equipment and we need to prepare question from Bronx. a nurse. I'm a registered nurse. What can you do for us as an incentive? I think that is a very valid question. how do we give you health care professionals and others? some additional. There is there's a lot of support in this bill, a hundred and 30 billion dollars for health care systems, mostly for hospitals and nursing homes and others. How are we gonna get those first frontline providers either hazardous duty pay or some additional protections at least decent PPE. this is an area that I think we have fallen short on and this is Amy. just ask the same question can happen. We compensate those on the front line. I agree. That's gonna have to probably take place in the next bill, but we have to define who's on the front line. I absolutely agree that nurses doctors health care providers, but I also think our our police and fire EMTs, but I also think you know the the checkout person at the grocery store the person at the pharmacy. I talked about Mike The Mortician I think about Santa workers, you know anybody on the front line, we need to give them some level of incentive Bernie just ask what am I doing about the captain of the Roosevelt captain, The Roosevelt was relieved of duty. I just heard that Bernie I I've been on one call after another. I frankly believe that we need to refer to our CEO and if the captain has been relieved I gotta get to the bottom of that and I apologize when I if I can, I find more I will, I will post that our people receiving. SOI Crystal are people receiving SSI required to file a tax return initially in the week they were we We made some progress on the administer with the administration and they have now decided not to do that, which is absolutely the smart thing to do. you know Social Security administration knows where these people are whether it's social security or SSI. I think we should do what they've said presume that they make less than 70 - five brand and let's send them a check. We've got that ability. let's do it They're from Eve. this is an area again where I think the vulnerability of that population is enormous and what I think we're going to see. With homeless, there is a series of there's community development block grants in in the program. There's some other I think about nine billion dollars and other programs. but how do we get that money down to those folks? right now and you know that is again one of the there's so many areas in this bill, it's you know as I mentioned at the outset, It's not really two point two trillion in six point, two trillion eight times bigger than tarp, and we did put transparency protections protections to make sure that no big increase in. CEO Pay or stock buybacks, but the biggest challenge here and I say this is a former governor passing the bills just the first piece. If you don't implement it well and this bill will be judged on whether these dollars are able to get out in a timely manner and homeless is one of those areas where just the distribution system is is gonna be really strange. I was on the call with all the food banks across Virginia earlier today. we've got some good news there but again. They are under is enormous another question. I just lost that one for a second but the issue was what are we doing about startups? one of the challenges in this small business program that it will be loan forgiveness for for businesses under 500 is trying to make sure that startups are able to participate in in this program. I wanna make sure you know Indiana the past and SBA programs if you've had a venture capital backing. And I used to be a venture capitalist made you know full disclosure. you didn't qualify and traditionally I think that's probably makes sense. but in this moment in time you know when the bottom is falling out for all these startups that maybe actually inventing the next year for the next front of virus, I don't think we should exclude them from the program as long as there's not, you know any single major controlling shareholder if it's a group of 10 and interest and just because a couple of them might be a venture capitalist. I think the startups ought to be. Participate as well, what about the carrier on Guam that captain, I think you know, I'm getting some of this. I'm getting some of this real time. My feeling is let me just make a generalized statement. no military commander during this crisis should be penalized or relieved of their command for standing up for the troops or sailors that serve under them. I think that kind of leadership that shows that you care about those troops. those sailors should be. Commended not penalized, and I just heard about the if the captain of the TRX got moved I need an explanation. we'll be mandated for school systems to clean schools now that they are locked down that is a state decision, but but I talked to this the the governor about this weeks ago cuz I said this is even in advance of shutting down the schools and they're and his team. I said. You know one of the things you gotta think about is let's make sure we buy the the cleaning equipment now before there's a run on that. Because you know all of these schools are gonna have to be totally clean top to bottom before before any any students or teachers for that matter. go through go back in. let's see here. I've got a question from nothing in the legislation that applies to IRAs other than the fact that distributions count towards your average gross income that is probably. I don't know, but but let me look into that a little bit more can we borrow from our four one KG without being penalized I believe their works and emergency protections and their but let me be a not a hundred percent sure one of the things I would urge what I'm trying to do is I get all these new questions everyday is freedom to my staff try to get answers and then on my official web page covered nineteen page and were trying to list you know frequently asked questions and try to get these kind of these kind of questions answered by only my only On your 401 K is you know be prudent and let's let's you know, I would hope that people could wait a little bit of time before as we get a little more sense of what the timeline on this is gonna be but let me try to get an answer about I believe it should be able to take from it without penalty during this kind of National emergency. what about the Naval maintenance guys at Newport News Guys that have been made to work when they have co-workers such positive, you know I had a call with the shipyards yesterday. you know they they are putting in place shortly. I don't know if they've announced this yet, but I'll let them make the formal announcement with trying to change particularly the shift hours so that you don't have somebody who's worked the Gates shaking hands at Newport News Many times. There's no way you can social distance there. They're trying to work through that. I think they've generally had a. Good record. I'm working with the Union to the eight 80 - eight steel workers and you know we are trying to see how you know those kind of jobs you The ability to continue but one of the things that shipyard told me was if any worker felt uncomfortable or if any worker had been exposed. they would get the ability to you know to take off. Daniel asks, is there any work being done to allow federal employees who have to report to work to receive Hazard Pay Daniel that question about Hazard pay has not been addressed in this hairs three package. You know, I think with the volume of questions we're getting and candidate the volume of people who are in hazardous work. now it needs to be a drag. In in the next the next bill, but as you know as we know, it's it's it's hard to figure what jobs that you're showing up for today. If you're coming in touch in contact with other people would not fall into that hazardous category. So let's see how we that's how we That's how we let's see how we can deal with it. Cynthia Roseman just says retired veterans who are business owners don't qualify for unemployment, but I lost money from. Canceled weddings and events Cynthia I'm I hope that that's not true because one of the things that we did with. this unemployment was we dramatically change the scope you know, traditionally when this has been an issue, I've been working on for some time, traditionally only about 30 percent of the workforce qualifies for traditional unemployment. So if you are a business owner, if you are an independent contractor. If you drove an Uber, you didn't qualify, We've greatly expanded that to cover virtually every worker and I don't understand why we're. Retired veteran even if you're a business owner wouldn't qualify even as business owners, we've tried to broaden that a little bit depends on how many workers should have, But we've we've tried to broaden that we've also put in place a $600 a week bump up no matter what you would traditionally get from from unemployment at six to $600 plus that for 16 weeks so I would ask I would ask you to that's again federal money been a state pray. Cynthia ask you to check again whether that expansion covers you and your and your family Let's see there is information about about reuse. I'm at that of on masks. Yes there are and I think on on frankly on that, I I know some hospital systems have have started doing that. I hope and pray that that is because they've made a medical decision, but that safe on on anything in terms of reuse, I think I would leave that to the medical professionals and another question here the price ah from ah from the practice for behind for that ah I think will make that full assessment later I can tell you this if we would adopted the international testing standards the way other countries that like Germany ah I think we will be much for their head I think if the president had had used a French production act The beginning of March or Middle of March, we'd be much further ahead. I don't know how long but if we look at Germany if we look at Taiwan, if we look at Singapore, if you look at South Korea, that's done, I think eight or 10 times more test and we have in their country won six of our size. Clearly those countries that took this seriously from the beginning are much better ahead Chris ask about student debt. yes, you are right that this is just for parents. It doesn't. it doesn't alleviate the opportunity that you have to pay back the student that I hear you on that and the only thing that is actually to your bottom line that will help in the short-term. At least I believe is is we got another piece of the bill in that says if you're working and your employer chooses. He can start paying 50 - $200 a year of your student debt, and that will not count as income to you. so that appears tax free to you. again, the employer still has to pay that, but it is a benefit that we were able to get in. you know again. Christopher asks something that is that is the question about if we can get this testing out and you've tested you're either negative or that you've recovered from the virus. can you then go out with some level of immunity my understanding and let me again caviezel out this that I'm not a hundred percent sure, but my understanding is the science is thinks that's the case, but they're not a hundred percent. Sure and my only concern would be you know if somebody's gotten well, I think about two of my friends when I'm still in an induced coma from the the virus. And the husband's getting better, but I would not want him out thinking he was you know immune until we got scientific evidence of this great question. oh gosh it was Barb just asked you know, is there a place where you can check in if you wanna volunteer and you know again, How do we volunteer and you know a socially distancing ways I would urge anybody that wants to volunteer if you don't wanna turn to your local local. Volunteer Bureau to contact the Secretary of Public Safety in Richmond, the emergency Opera the emergency operations Center. They're supposed to be coordinating all this. someone just ask a question here there were two questions and and again to the notion about hazards of pay. Let me just Kevin Ask a great question here. please don't forget about our chaplains who are in the hospitals. Yes, another question. I think it was Barb. What about the folks who work in the nursing homes? Yes on the nursing homes, there was a part of that hundred and 30 billion dollars for hospitals and other health care. Some of that was going to our nursing homes to make sure again. If you're working on one of these nursing homes that have seen an outbreak, my goodness crisis you are you are clearly on the front line. Peggy just ask, Can Congress push for qualified star and I would emphasize qualified listen up with a political hack in to oversee the pandemic. generally that has been done by an executive in the past whether we could get on my Republican colleagues to agree, it's a word a issue worth exploring. I I just wish you know. I just wish the President would put in place someone you know that that is responsible on this. This is a case you know as we've seen as we move some of this out from the the White House Fema. It's gotten better in terms of the equipment, but we really do need that sense. Coordinating into the gene ask and I appreciate this thanks for your letters and participation on getting folks who are eligible for early release out of our our Bureau of prisons, a hundred percent agree with you know these prisons are petri dishes for people getting sick. There's there hasn't been as much of this so far but you know but it is it is I think if you're you know, geriatric or eligible for early release, we have to do that What do you have you know there was a great question. What's your best? What do you like best about being a Center and what advice we have for folks who have passion for activism well for the truth? Is I actually like trying to get answers for people on these questions, I like being able to see you know politics. I don't love. I do love the idea that trying to help get a new program started that actually can help people and you know God willing. we're gonna we're gonna see some of that happen. Come out of this. You know this. Package but boy, the jury is still out until we get until we get them the money out to people in need and for passion for activism, you know I I tell you there is. What we like it or not everything we're doing at this point in our life, particularly related to this virus has some aroma politics about it. it's politics about whether we're gonna make Renteria you know relief more important than support for the Airlines that's politics. It's gonna be politics about whether we we make sure that student debt before born or forgiven that's politics and activism you know is about. I think wherever you fall on the political. That's about helping people as well and at its best politics is about helping people it shouldn't be about running other people down. it shouldn't be about one of the things that drives me crazy is that a lot of the men and women I work with they can tell you what they're against, but they never know how to get to yes. And for as much of this bill as challenges that will be, I was proud of the fact that I work in a pretty dysfunctional place as you all know the US Senate these days, but we did get 90 - six senators that voted yes, the four others We're not they were quarantined again. a lot of questions about incarcerated populations. I've been supporting all of these efforts to to make sure that if you're eligible for early release or if you're you know what's called geriatric, which I think for prisons they count as people above 50, we find a program to see if there's ways for some level of early release again, Terrence ask about shipyard workers. I'm very concerned I had a call with the shipyard yesterday. I'm gonna try to stay on that again to make sure that those workers are safe another question here about elections safe. we only got 400 million dollars in this bill for elections. I wanna make sure we gotta worry about not only foreign interference but I strongly believe we need to move to vote by mail availability in every state. I do not it would be a disaster for our country if there were some efforts by anyone to try to delay the elections this year. you know. Let's let's deal with early voting and vote by mail. Other States have done that Washington State Oregon others in a very A very efficient way there's another great question here from from Christian answered one I don't know the answer to the Wells, Fargo said for Barrons. But what about property taxes and other fees? I gotta get you the answer on that. I don't. I don't know so just ask home. Let's get that question from the dock Somebody that was in the cellphone business in 1980, - two, you would think I would be better at this. Jane just asked what are we gonna get hand good handle on mitigation by testing everyone. Jane. We're gonna get a good handle on that when we have availability of the testing and we have to build up that Let's see here Carla Just ask Carla You know on the small business that it's called the PPP Playmate plan. Whatever the SBA program you. it's not a guarantee. It's up to 10 million. It is it is eight weeks of your South of your payroll for your business, plus a 30 percent on top of that. so please please please don't don't expect every business. It's gonna get you know you know X amount also even though they're 350 billion dollars in this you know there are 14 million. That doesn't count the religious organizations and NGOs and others that will be applying. I actually believe that we'll probably have to come back and we fill this. we feel this before if there's this much need why is a non essential business allowed to remain open after employee test positive in a call Center has been that makes no sense to me. and if there is you know if you can get get me information about that, if if it's a call Center in somebody's tested positive and it's a non essential you know, I don't understand why they say open Linda just ask is the VA working to acquire ventilators Yes, but this again falls into the kind of the fact that we don't have an orderly pecking order. The fact that we don't have a supply chain management. I mean this is basic business. I mean I I don't you know. I don't love everything in Amazon and Walmart does, but they know how to manage a supply chain. and if we've got a limited number of ventilators and they got, you know limited number of PPE that ought to be managed in the. Should use the Defense Production Act to manage that The question here on ban on all PCS. I'm not sure I know what PCS remembers the military until May eleventh. I'm Molly. I'll try to check on that and check on my website. you know just just ask what are we doing about the poor? making sure they got access to health care. One of the things that we could have done is I wish the Trump administration had reopened? the ability to apply for the ACA for Obamacare. They chose not to. I think that's frankly because mister Trump is so unwilling to. If you have any support to the ACA, they have indicated you know potentially some expansion of Medicaid but my understanding is that I think even the administration knew those answers were not very not very good. So you know, I hope that they will reconsider that because you know not only poor but you know soon to be people who've had the bottom fall out. You know we cannot cut out their their health care one thing I should just. Comment on this One of the things I got into the bill was a tax payer credit extension a credit retention tax credit. So if an employer, you know, we'll keep somebody on even if they have to furlow them and keep at least them on for their benefits and their health care. they can earn up to $10000 up to 50 percent of what they're paying out for that Furlow employee back in a tax credit and I know that's not gotten much attention, but as we look at these number of people. Going on to unemployment, unemployment or being furloughed, I just we need to do more to get out this tax payer retention credit. so that, at least you know even if you get unemployment and then you can get your benefits covered by your previous employer that I think will will help let me just see here. Melinda There is Melinda from from from Woodstock, who is a self-employed Speaker there. I know you don't normally qualify for unemployment. there is and you can be clear. I would check on the DUI where they are extension expanded to sole proprietors. I know there is though a emergency program for sole proprietors within the SBA program and I would ask you to look there. I think there may be something there. I saw that in the bill and it actually had. A fairly good number next to it one of the things we you know that is also happened is the Treasury. I think which is appropriate, has taken over the administration of a lot of these small business administration programs cuz they just don't have at the SBA the capacity to give you an example last year, the SBA did I think about 220 loans in Virginia. I expect this PTP program. That's about the loan forgiveness for small businesses that we could have 10 to 15000 right here in Virginia Just ask why did the US not start preparing for this months ago? Michelle I think we gotta ask years ago. we you know this is not this may have not been funded and appropriate level. I think for a long time and your question about the WHL, I've been asking that question for some time. at least on the testing other countries started doing this testing much more efficiently. I already mentioned this, the Germany's, the South Korea's and others mandatory Cobra. Yeah. To Robert, you know that was one of the last issues that got dealt with in this bill and we did not get the full Cobra extension that I'd like I promise you. It is one of my top priorities in in the next piece of legislation. let me just look here we go Okay, Bernie just commented as a public defender, he's trying to get folks out of jail. Bernie. I know what hard work public defenders too and I I promise what you do, but we also need to take folks that are in prison with We take people in prison for eligible for early release or geriatric and that I'm using that as a technical term, not I definitely fall into that category as well and I would urge early release. Christie is saying what about when our hospitals get overwhelmed? female is looking at that capacity and I think the state has announced three or four facilities. I think one or two up in Northern Virginia, one in which 11 in Hampton Roads again. we'll try to get the we'll try to get. Information posted on our on our Web page tomorrow Jarrett interesting question and he thoughts about wiping on wiping student debt for medical professionals. I don't think it's been debated but loyal boy is not just in America but around the world. we celebrate this. the the great work that nurses and doctors and others technicians are doing I think that's an ID. That ought to be frankly to be explored a lot more whether it's full or part but if you're a health care professional and and we're seeing it right now with Corona virus. But in in so many ways these these folks put their lives on the line every day they go to work and I see Christie has responded or fellas responded about temporary hospitals Item boy great question. How can I get a witness to observe my vote? My vote absentee when signed when we live alone and self quarantined either That is a great question. I know that one of the things I was working on was trying to be able to do notary for real estate. closing, for example, not bringing in human notaries but doing it electronically point a great question and. I don't have the answer, but you've got me thinking on that and and I gotta I gotta come back to that. That's a really great question Okay. Jean just asked my question regarding federal prisoners are was a directive given by AG Barr for release or not. if so, why is it being ignored hygiene? I am not aware of of the attorney general, giving a a a release here, but I'd be pleasantly surprised if he did, but look let's try to look into this. I think we're winding. I think we're about winding up now listen, I really appreciate it. I think we've gone a little bit longer than than was initially planned, but really really appreciate so many of you participated. I'm gonna keep trying to do this on a regular basis. I hope you all as I said at the beginning, it's gonna be a challenging time. I hope you'll give me a Grant me a little grace as well for a number of these that I didn't have answers on I I will urge you to go to my Web page tomorrow in the code of 19 section and Handley, I think we have to just call it rather than 19 so people don't think it was last year event, but and we'll try to get some of these answers that I didn't have today again, I'm. Close with where I started, Thank you all for participating. you know I don't wanna sugar coat at the next couple of weeks with the economic stress stress about you know why qualify for any this is assistance and the challenges of us not having the testing and equipment we need as these members go up. It's gonna be a challenge but I have absolutely faith that we will get through it and the quality of these comments the good the bad the ugly you know, that's what makes our country. That you can say good bad and the ugly to me and you know that's part of my job. Take it in stride but I do believe we will get through this so again. take a moment and tell that friend or family member how much you care about them and again, let's let's try again everybody a little bit of grace as we go through these incredibly challenging times. Thank you all so much.
