The CARES Act specifically outlines who is supposed to be a member of the oversight committees (yes, it appears there are two separate ones). One of them does not include congressional representatives and the other has only 5 members and is appointed by both parties.

Members of the Pandemic Response Accountability Committee are (1) the Chairperson; (2) the Inspector General of the Departments of Defense, Education, Health and Human Services, Homeland Security, Justice, Labor..., and the Treasury; (3) the Inspector General of the Small Business Administration; (4) the Treasury Inspector General for Tax Administration; and (5) any other Inspector General, as designated by the Chairperson from any agency that expends or obligates covered funds or is involved in the Coronavirus response. The Chairperson is then selected from among the previously listed Inspectors General previously listed. The Executive Director and Deputy Executive Director of the Committee is then selected by the Chairperson in consultation with majority and minority leaders of the House and Senate. The Pandemic Response Accountability Committee is outlined in Sec. 15010 of the CARES Act.

Further in Sec. 4020 (Congressional Oversight Commission): The Oversight Commission shall consist of 5 members as follows (A) 1 member appointed by the Speaker of the House of Representatives, (B) 1 member appointed by the minority leader of the House of Representatives, (C) 1 member appointed by the majority leader of the Senate, (D) 1 member appointed by the minority leader of the Senate, and (E) 1 member appointed as Chairperson by the Speaker of the House of Representatives and the majority leader of the Senate, after consultation with the minority leader of the Senate and the minority leader of the House of Representatives.

Which committee did Pelosi just appoint members to? If it's the Pandemic Response Accountability Committee, then the members are not congressional representatives. If it's the Oversight Commission, then their are only 5 members according to the CARES Act and those members are appointed by the majority and minority leaders of both parties from the House and Senate.

FDA cautions against the use of Hydroxychloroquine to treat COVID-19......(let's finish the sentence)...... OUTSIDE A HOSPITAL SETTING OR A CLINICAL TRIAL.

The FDA isn't cautioning against it because of politicians pushing the drug (i.e. Trump) against medical advice, misinformation, or some other political reason. The FDA is cautioning the use outside a hospital setting or a clinical trial because of adverse side-effects that may arise during administration of the drug.

"FDA... is concerned that hydroxychloroquine and chloroquine are being used inappropriately to treat non-hospitalized patients for coronavirus disease (COVID-19) or to prevent that disease. We authorized their temporary use only in hospitalized patients with COVID-19 when clinical trials are not available, or participation is not feasible, through an Emergency Use Authorization (EUA)."

"Hydroxychloroquine and chloroquine:

should be used for COVID-19 only when patients can be appropriately monitored in the hospital as required by the EUA or are enrolled in a clinical trial with appropriate screening and monitoring. FDA is reviewing the safety of their use when used outside of the setting of hospitalized patients for whom use was authorized."
