I'm heather Scott state representative from Idaho I've been um district one and today I wanna talk to you just briefly about a new bill like have coming um myself and representative John Green or carrying the Idaho abortion human rights act and I titled this video guns and babies and you may go what do the two have to do with each other well I'm gonna share that here in a minute so I guess if we start talking about abortion many people um feel religious conviction um to not murder a baby so they um They have their faith and their Christian and they they believe that's wrong but there's several people in our state that that may be not religious and they don't have a relationship and so what I wanna do with this video and she's talked about the law and so there may be many reasons um where you stand where you are but I wanted to talk to the people that just look at the law and go from there the first thing I wanted to share is what our state law says an A C title eighteen four oh one um defines murder in our code and it says murder is defined as the unlawful taking of a human including an embryo or fetus so we basically call out that to to take an embryo or a fetus is murder another part of our code title 30 21 oh two says that a child conceived but not yet more is deemed to be a person and so I Um because in two thousand and 12 up in my district up in North Idaho uh we had a gentleman that killed a pregnant lady and he was charged with two counts of murder because himself and under the code he killed um a fetus so you wonder then why are we allowed to do abortion in our state because that's killing a fetus which under law is a human and so what I Now it is our state law basically gives an exemption to a pregnant woman and um or someone acting on her behalf which would probably be the doctor to give her an abortion so that's how um even though we define what a person is and fetus is a person um a child conceived but yet not yet born is deemed as a person we still give an exemption for murder if you want to have an abortion or assist a woman and having an abortion so I know many people say what about um roe versus wait so that's the courts ordered it and its final and so I just that's where the guns part come into this um this videos so back in 20 14 uh the Idaho Legislature passed the federal firearm magazine and register banned enforcement act as along fancy words but um what that says that Idaho officials are to ignore defy federal laws that are contrary to I'd host constitution article one Regarding firearms so that means if the Fed safe hey go conference state go confiscate guns or magazines or something in our state or our officials say know we um according to our law we can stand up to that um but what this exemption does for firearms it says okay feds if you pass anything on firearms if the the federal Hall says it we're not gonna obey it but when it comes to life we bought Down to the courts and say well for life then we're gonna listen to my my question to you is so why would we stand up for firearms when we won't stand out for a human life and so that's what um it's just a bar bill our bill was released yesterday which was uh January 20 second um on the anniversary of roe versus Wade and and like I said the name of it is the Idaho Abortion human rights act and and really what this does is we remove the exemption for uh women and and um women and doctors to to murder babies and then we um actually put some language in there to give our attorney general some power to stand up to um he should monitor and enforce this empower him to stand up to the fence to to protect our state law which that is the job of of the attorney general's office is to defend Idaho law not um not to bow down to federal law so Anyway I want to share a little bit of that out there you've probably read some stuff on it uh the bill still in draft form um our next step is where um sharing it with other legislators and then will will finalize a draft once we've had enough up eyes on it and then we'll get a hearing and at that point that we can start having the conversations and and I look forward to that and so hopefully you can follow us with this bill it's the Idaho Legislature and um you You can contact me or you can teach contact representative um John Green and I'll give our phone numbers so my number is two oh 892 zero 31 20 and john's is two oh 8332 10 70 and so if you have any questions on this will be pretty busy um our session is only for three months and um we don't have we don't have any paid staff or like personal staff or a Secretary for just us so so it's a ton of work and we get hundreds and hundreds of emails a day but um You can follow us we'll be on facebook and we'll be sharing some of the some of the progress as we go along so thanks for tuning into my video and um I'll keep you updated so thanks
