We cannot continue to use dangerous fire fighting foam that contains PFCs, and which continues to contaminate bases and groundwater sources across the country. The Pentagon must work as quickly as possible to find an alternative that meets mission needs and does not harm our communities. My provision directs the Department of Defense to report back with all the actions it’s taken to meet this goal so we ensure this effort is progressing.

I am so pleased that this year’s National Defense Authorization Act will include nearly $150 million for the Portsmouth Naval Shipyard to expand its capacity to repair the most modern generation of Navy submarines, the Virginia Class. As the Navy moves away from older Los Angeles Class submarines to the Virginia Class, it is absolutely critical that the shipyard be able to use all of its dry docks to work on these vessels, and that’s what this funding will do. The bill also i...ncludes an important provision that opens the door for expanded hiring authorities to help the shipyard fill nearly 200 positions. The shipyard generates over $750 million in economic activity annually. We must continue to invest in this vital facility that creates jobs and is essential for the defense of our nation.

It’s been 20 years since the IRS has undergone major reforms, and I’m pleased that the House has passed legislation to require the Service to update its IT infrastructure and place more of its focus on helping taxpayers comply with the law. It’s vital that taxpayers have access to IRS assistance when filing their returns and be able to turn to the Service when they need help understanding their tax obligations. In 2015, Congress forced the IRS to use private debt collection companies (PDCs) to pursue outstanding tax bills. I am pleased that the bills we passed today include new protections in the PDC program for low-income taxpayers.

With just 27 percent of Americans believing the GOP tax scam was a good idea, it’s astounding that the White House dispatched two super-wealthy multi-millionaires to sell Granite Staters on how this plan will be good for the middle class when it’s clearly a massive tax giveaway to the wealthy.
When it comes to corporations, shareholders are seeing a windfall, with JP Morgan predicting stock buy-backs will rise from $527 billion last year to as much as $800 billion this year,... all while fewer than 45 of the 500 large companies that make up the S&P 500 have passed on any benefit to workers. Morgan Stanley predicted that just 13 percent of the law’s benefits will trickle down to workers while Wall Street bonuses have jumped 17 percent to nearly $185,000!
Most disgusting of all, the bill for this windfall for the wealthy will be nearly $2 trillion. Americans will have to pay for this in cuts to funding for education, infrastructure, the environment, and healthcare.

55 years ago today, 129 sailors and civilians perished aboard the USS Thresher. Among those lost were many Granite Staters and Portsmouth Naval Shipyard workers. We will never forget their sacrifice. I'll be introducing legislation to establish a memorial at Arlington Cemetery.

The Sarah Long Bridge is essential for commerce and for the Portsmouth Naval Shipyard. I am so glad that its replacement is finally here! I worked with Members of both the Maine and New Hampshire delegations to secure the federal funding needed to make this bridge a reality. This joint venture demonstrates how federal-state partnerships can effectively spur infrastructure investments and why we must have a strong federal funding source for these types of critical projects. It... would have been very difficult to replace the Sarah Long Bridge without the federal TIGER grant, an infrastructure program Congress established in the American Recovery and Reinvestment Act, also known as the stimulus bill. I am committed to working with members of both parties to advance legislation that makes critical investments in our aging infrastructure and creates jobs.

The #MuellerInvestigation must be allowed to follow the facts, wherever they lead. For over a year now, Speaker Ryan has shielded President Trump from a thorough investigation. The Speaker has let the House Intelligence Committee undermine the findings of our intelligence community, run a sham investigation, try to discredit law enforcement agencies, and ...make a mockery of the Committee’s formerly strong record of bipartisanship. I am extremely worried by Speaker Ryan’s consistent refusal to speak out when the president repeatedly and publicly attacks the investigations as a "witch hunt."
Special Counsel Mueller has secured multiple guilty pleas from former members of the Trump campaign and administration, and he has indicted several more. Mueller’s team has also charged 13 Russians for their attempts to influence our election, further supporting the intelligence community’s assessment that Russia acted to help President Trump. The president cannot be allowed to terminate this investigation just as the Special Counsel is working to secure his testimony under oath.
Robert Mueller was a decorated Marine combat soldier. A Republican, he served as US Attorney and FBI Director under presidents of both parties and has prosecuted a number of important corruption cases. It’s time for Congress to take action to protect his investigation.

Our Seacoast communities deserve to know how PFC contamination in groundwater supplies is impacting their health, and I am pleased that I was able to secure funding for this first-of-a-kind study in the government funding bill. Every person in our country has a right to clean air and water, but far too many families have waited for answers and are wondering if their children have been exposed to toxic and dangerous chemicals through their drinking water. No one should have to shoulder this burden; we have to know how these chemicals are impacting the health of our communities. I will continue to work with Seacoast stakeholders to support this critical effort and ensure that Granite State communities are included in this study.

Last year, Americans from all corners of the country came together to stop the Trump administration and the Republican Congress from taking health care away from millions, but President Trump and Congressional Republicans continue to sabotage the Affordable Care Act, raising health care premiums and causing millions of Americans to lose the coverage they rely on.
Congress should immediately pass this legislation to undo the damage inflicted by the Trump administration and the Republican Majority in Congress, which is destabilizing health care markets and causing premiums to rise. We have to stop them from undermining key consumer rights, such as coverage for mental health care, substance use disorder, and preexisting conditions.

This is a great day for Russia, whose embassy praised the decision to end the investigation, and a sad day for America. House Intelligence Committee Republicans have destroyed the credibility of this once prestigious Committee by releasing partisan conclusions without fully investigating, and in doing so, have undermined the integrity of the House of Representatives. They have failed to follow the facts, refused to interview key witnesses, and denied the American people the f...air and thorough investigation we deserve and require as a matter of national security.
Speaker Ryan has let Devin Nunes and his committee cover up for a deceitful White House and attack our law enforcement and national security agencies. Instead of following the facts, Republicans on the House Intelligence Committee have sought to shield the president from the investigation at every turn, refusing to compel critical documents and answers from reluctant witnesses. The Committee’s conclusions directly contradict the findings of our intelligence community that Russia interfered in our elections to help elect Donald Trump, findings that the current director of the Central Intelligence Agency and the Director of National Intelligence support.
Concluding this incomplete investigation now confirms what I have long suspected: Republicans on the Committee ran a sham investigation to shield President Trump from the investigation at all costs and brazenly disregarded the national security interests of our great country.
