with congressman congressman Peter Peter King King and and congressman congressman Paul Paul cook cook the the amendment amendment number number 10 10 under under the the rule rule is is to the division division a of of the the defense defense appropriations appropriations bill bill the the purpose purpose of of the the amendment amendment is is to to match match the the 34 million 34 million dollars dollars in in funding funding for for the the navy's navy's environmental environmental restoration restoration account account authorized authorized unanimously unanimously in in the the two thousand two thousand eighteen eighteen National National defense defense authorization authorization act act that that is is not not included included in in the the appropriations appropriations process process in in my my district district for for almost almost four four decades decades the the people people of of Beth Beth page page and of surrounding surrounding areas areas have have been been dealing dealing with with an an environmental environmental crisis crisis groundwater groundwater pollution pollution stemming stemming from from the the Navy Navy and and defense defense contractor contractor activity activity has has resulted resulted in in the the underground underground tomb of of contaminated contaminated water water that that is is moving moving South South through through long long island island sole sole source source of of drinking drinking water water toward toward congressman congressman king's king's district district while while costly costly remediation remediation efforts efforts ensure ensure the the water water is is safe safe to to consume consume it it doesn't doesn't change change the the fact fact that that residents residents deserve deserve to to have have this this site site cleaned cleaned up up before before it it spreads spreads any any further further the the contamination contamination known known as as the the Navy Navy grumman grumman plume plume is is one one of of thousands thousands of of sites sites in in hundreds hundreds of of locations locations that that have have experience experience environmental environmental decoration degradation because because of of defense defense related related activities activities congressman congressman Peter Peter King King congressman congressman Paul Paul cook cook and and I I have have submitted submitted this this bipartisan bipartisan amendment amendment that that will will increase increase funding funding for for the the navy's navy's environment environment the the restaurant respect registration registration account account which which helps helps fund fund the cleanup cleanup and and radiation radiation effort effort for for these these sites sites this this is is not not a a partisan partisan issue issue the the funding funding level level sort sort by by this this amendment amendment received receive bipartisan bipartisan support support in in the the chairman German market market my my amendment amendment together together which which was was joined joined by by congressman congressman cooking cooking congressman congressman booster booster increase increase the the authorized authorized amount amount by by 42 million 42 million dollars dollars the amount mount sort sort here here 34 million 34 million will will match match the the appropriate appropriate amount amount with with the the authorized authorized amount amount our our colleagues colleagues on on both both sides sides of of the the aisle aisle supported support that that effort effort because because this this funding funding will will help help clean cleanup up sites sites from from maine maine to to hawaii hawaii from from Florida Florida to to Washington Washington state state and and we're we're provided provided for for with with the the appropriate appropriate pay pay for for I I asked asked my my colleagues colleagues support support for for this this bipartisan bipartisan amendment amendment so so we we can can help help fund fund efforts efforts across across the the country country to to help help clean clean up up environmental environmental contamination contamination in in our our districts districts people people in in my my district district and and regions regions across across the the country country visit visit deserve deserve to to have have the these sites sites fully fully cleaned cleaned its it's commonsense commonsense bipartisan bipartisan and and the the right right thing thing to to do do and I I urge urge my my colleagues colleagues on on both both sides sides of of the the aisle aisle to to support support this this amendment amendment I I Reserve Reserve the the balance balance of of my my time time gentleman gentleman reserves reserves what what purposes purposes generated general lady from from Texas Texas rise rise it's it's the chairman chairman I I rise rise in in opposition opposition to to the the amendments amendments the the gentle gentle lady lady is is recognize recognize for for five five minutes minutes I I appreciate appreciate it it appreciate appreciate the the gentleman gentleman raising raising this this issue issue I'm I'm supportive supportive of of efforts efforts to to ensure ensure the the Department Department of of defense defense takes takes responsibility responsibility for for any any potential potential contamination contamination issues issues that's that's why why this this bill bill provides provides more more than than one one billion billion dollars dollars for for in in my my environmental environmental restoration restoration accounts accounts nearly nearly 48 million 48 million more more than than physical physical year year 20 17 20 17 the the bill bill includes includes an an increase increase of of 10 million 10 million us us dollar dollar specifically specifically to to support support water water contamination contamination efforts efforts in in addition addition the the Committee Committee provide provide an an additional additional 57 million 57 million dollars dollars for for those those efforts efforts and and official official year year 20 17 20 17 supplemental supplemental appropriations appropriations the the Committee Committee has has already already provided provided a a generous generous amount amount of of funding funding to to address address water water contamination contamination and and the the Department Department of of defense defense is is assured assured me me that that they they are are addressing addressing each each side side on on a a priority priority basis basis the the amendment amendment offered offered by by the the gentleman gentleman provides provides additional additional funding funding the the Department Department may may not not be be able able to to execute execute and and the the funding funding comes comes at at the the expense expense of of the the war war fighter fighter ready ready this this account account therefore therefore I I must must supposed supposed in in minute minute and and I I Reserve Reserve the the balance balance of of my my time time in in the the general general eighty eighty reserves reserves the the gentleman gentleman from from New New York York I I would would just just like like to to point point out out to to the the lady lady respect respect fully fully that that in in the the United United States States of of America America to to clean clean up up these these thousands thousands of of sites sites will will cost cost billions billions of of dollars dollars and and this this increase increase that that we're we're seeking seeking here here in in bipartisan bipartisan fashion fashion is is 34 million 34 million dollars dollars but but to to simply simply match match the the amount amount of of money money that that was was authorized authorized in in the the in in addition addition uh uh this this percentage percentage increase increase that that we we are are seeking seeking is is commensurate commensurate with with the the overall overall percentage percentage increase increase in in the the overall overall involved involved this this year year uh uh from from last last year year so so we're we're just just simply simply seeking seeking the the same same commensurate commensurate amount amount increase increase in in this this portion portion of of the the budget budget that that there there is is another another portion portion and and we're we're not not we're we're looking looking to to have have these these funds funds the the pay pay for for to to come come from from uh uh the the operations operations and and maintenance maintenance defense defense wide wide account account of of which which there's there's over over three 33 million three 33 million dollars dollars we're we're looking looking for for 34 million 34 million dollars dollars just just to to trying trying advance advance some some of of these these clean clean ups ups I I Reserve Reserve the the balance balance of of my my time time the the gentleman gentleman Reserve Reserve gentleman gentleman would would deal deal certain certain uh uh I I appreciate appreciate me me how how much much time time I I yelled yelled whatever whatever is is necessary necessary the the gentleman gentleman to to recognize recognize appreciate appreciate the the journey journey and and I I would would point point out out that that the the gentlewoman gentlewoman is is absolutely absolutely correct correct the the Committee Committee work work hard hard to to increase increase the the funding funding for for these these account account also also I I would would point point out out representing representing the the first first congressional congressional district district of of indiana indiana I I am am intimately intimately familiar familiar with with the the problem problem stays stays environmental environmental sites sites have have there there is is much much to to do do in in many many resources resources we we need need to to look look for for and and I I would would to to support support the the gentleman gentleman amendment amendment thank thank you you okay okay thank thank you you should should generally generally reserved reserved reserved reserved about about to to tell tell me me reserves reserves the the gentle gentle lady lady from from Texas Texas secret secret mission mission no no she she is is right right to to close close right right of of the the gentle gentle lady lady reserves reserves do do wish wish to to close close I'd I'd like like to to just just close close by by saying saying that that I I do do appreciate appreciate the the hard hard work work that's that's been been done done by by so so many many people people on on both both sides sides of of the the aisle aisle this this particular particular area area and and we we all all appreciate appreciate how how important important the the clean clean up up this this environmental environmental sites sites are are the the people people in in my my district district have have been been suffering suffering with with this this for for 40 40 years years and and we're we're trying trying to to bring bring attention attention to to this this issue issue and and try try and and get get the the resources resources focus focus on on this this we've we've met met with with uh uh people people from from the the Navy Navy from from the the army army corps corps of of engineers engineers from from the the from from the the from from local local state state officials officials uh uh in in the the state state of of New New York York they're they're interested interested uh uh congressman congressman Peter Peter King King and and congressman congressman Paul Paul both both understand understand how how important important is is that that we we try try and and send send this this signal signal that that we're we're trying trying to to have have a a commensurate increase in this account uh with the overall increase in the
