“Although VPNs pose special challenges for SIGINT (signals intelligence) collection and processing, we’ve recently had notable success in exploiting these communications,” said an article from the internal NSA newsletter SIDtoday.

NSA Cracked Open Encrypted Networks of Russian Airlines, Al Jazeera, and Other “High Potential” Targets
The agency broke into virtual private networks for several key targets, including two government entities in Iraq.
