Headlines today show a Secret UFO Research Program exists -- but the Pentagon denies to me documents about it exist. Wait - huh?

News surfaced today from the NY TIMES, Politico and others that the Pentagon has a "Secret UFO Program." Although this isn't BRAND new, I thought I would share something of interest -- what it means -- and you can tell me.
...In October of this year, Tom Delonge made his major announcement about the "To the Stars Academy of Arts & Science." Based on the testimony of one participant, I requested, from the Department of Defense (DoD), the following:
"... all documents pertaining to the outline, mission statement, objectives, etc of the DOD Aerospace Threat Program. Please note: this may not be the exact, title, but is derived from the testimony of Mr. Luis Elizondo, former DOD employee. According to the Huffington Post (as published here: https://www.huffingtonpost.com/…/fmr-manager-of-dod-aerospa… )"
I then quoted his testimony.
The Department of Defense declined that any records existed to my specific request -- again for an outline, mission statement, objectives, etc of the DOD Aerospace Threat Program.
They stated, "The Office for the Under Secretary of Defense for Intelligence (OUSDI), a component of the Office of the Secretary of Defense (OSD), conducted a search of their records systems based on the information provided in your request. After thorough searches of the electronic records and files of OUSDI, no records of the kind you described could be identified. We believe that these search methods were appropriate and could reasonably be expected to produce the requested records if they existed."
I am not basing any conclusion on this, but thought I would offer this letter up today as a piece of the puzzle.
There are three possibilities:
1) The DoD is lying -- which under the Freedom of Information Act (FOIA) -- if proven -- is actually more of a damning situation than you might think.
2) The program is being blown out of proportion, is misinformation, or doesn't even exist.
3) For whatever reason, the DoD doesn't have an outline, mission statement, objectives, etc of the DOD Aerospace Threat Program as my specific request asked for, but it does exist. It would be highly doubtful, but a possibility, so my "no records" response is simply directed at my specific request.
So, I have appealed the "no records" response, and will file more FOIA requests -- but something does not seem to add up.

It took the Defense Intelligence Agency nearly 12 years to tell me that they didn't find any records relating to my original FOIA request.
Wait... WHAT? President George W. Bush was in the first year of his second term when I filed this, originally.
(For the record, I was requesting information on a program at the National Archives and Records Administration [NARA] wherein the CLASSIFIED information post 9/11 that was already declassified. It took them nearly 12 years to say they had nothing on that.)

This video resides at the National Archives & Records Administration (NARA) and is very hard to find. It is public domain, but all but one copy was destroyed prior to sending it to NARA.
On November 9th, the U.S. Government released MORE files related to the JFK Assassination.
I converted all of the newest into a searchable format, and uploaded them into a custom made search engine, created JUST to search the entire JFK Collection released this year.
The search engine now contains 18,181,883 search terms total archiving 88,237 files.
