In March officers arrested two subjects out of a local motel who were in possession of a large quantity of illegal drugs and drug paraphernalia. During the investigation officers took custody of Bubba, a terrier mix puppy, who was showing signs of being under the influence of drugs. Bubba was released to Orange County Animal Care and treated for his condition. Bubba was found to have heroin, methamphetamine and nicotine in his system due to living with his drug using owners. We are happy to report Bubba has been treated for his drug addiction and is doing excellent. Based on Bubba's toxicology results, additional charges of animal cruelty will be filed against his former owners. Bubba is still receiving medical care and once he is fully recovered, he will be placed with a rescue organization who can find him a forever home that can provide the proper care he will need in the future.

Officers responded to Yorba just both of Irvine Blvd for this vehicle vs tree traffic accident only to learn that it was a stolen car and that the two occupants had fled toward Irvine Blvd. We started swarming the area and spotted them near Irvine Blvd and Prospect. They led us on a foot pursuit northbound on Prospect but unbeknownst to them they were trying to run from SWAT Officer Mike Carter who did an awesome job pursuing them and setting up a perimeter. 3 short minutes later they were both in custody and are now on their way to jail. Luckily they did not suffer any major injuries and no officers or citizens were injured.
On August 2, 2016 at 4:04 a.m. officers responded to a call of two suspects trying to break into the coin machine at the Shell Gas carwash, 13131 Jamboree Rd. Unfortunately, the suspects were gone when officers arrived. However, the officers reviewed the security video and the suspects can be seen using a crowbar to pry the coin machine and removing an unknown amount of cash and coin.
The two suspects are described as:
Suspect #1 – Male/White/20’s-30’s/muscular build/faci...al hair/wearing a blue sweatshirt, blue jeans and a backwards Angel’s cap.
Suspect #2 – Female/White/20’s/thin/brown hair/wearing a blue short sleeve shirt, blue jeans, and a long cross necklace.
Suspect Vehicle: mid 2000’s Nissan Altima, white, missing driver’s side mirror, with taped rear passenger window.

A CTAPS success story!
Those familiar with the Tustin Police Department know that we employ a CTAPS model of policing. CTAPS is an acronym for Crime/Traffic Analysis & Policing Strategies. CTAPS uses geographical information and is intended to map and link criminal activity. In regular meetings, ranking police officials meet with Area Commanders to discuss crime and traffic trends, and concerns. Simply put, we use it to put “cops on dots” which means we direct our resource...s to areas experiencing abnormal crime spikes.
The Laurelwood Homes and the immediate surrounding area is usually an area that experiences very little crime, but at our CTAPS meeting held on August 10, a crime spike was identified. There were eleven (11) reported property related crimes in the past 2-3 weeks which is unusual for that area. These crimes all involved vehicle related thefts such as window smash burglaries, theft from unlocked vehicles, abandoned stolen vehicles and the theft of the vehicle itself.
It was determined that effective immediately; officers would saturate the area as much as possible using both high visibility uniformed patrol and covert methods. Several hours later at approximately 2:30 A.M. Officer Michael Fitzpatrick was slowly patrolling the streets of the Laurelwood Homes when dispatch advised him a resident had called to report a suspicious occupied vehicle parked near the caller’s home. Officer Fitzpatrick arrived three (3) seconds after he received the call (yes, a three second response time) and he quickly located the vehicle in question.
He contacted the lone occupant and noticed a hypodermic syringe in plain view inside the passenger compartment. The occupant was nervous and explained he was visiting a friend in the area but was unable to provide details as to the friend’s entire name or where he lived. Officer Fitzpatrick called in the license plate and was advised by dispatch that the vehicle was reported as being stolen from Santa Ana earlier in the day. The suspect was arrested and when searched, Officer Fitzpatrick located a bindle of methamphetamine inside his pants pocket.
The suspect, Fadi Qasir age 26, resident of San Clemente was arrested and booked on charges of vehicle theft, possession of methamphetamine, and possession of narcotic paraphernalia. Qasir also had outstanding arrest warrants for theft and contempt of court out of both San Diego County and Orange County.
Detectives will conduct follow-up investigation to determine if Qasir can be linked to any of the other previously reported crimes in the area. Thanks goes out to the alert resident who called, and well done Officer Fitzpatrick!

We extend deepest condolences to our brothers and sisters at the San Diego Police Department, the San Diego community, and the family of Officer De Guzman. May you rest in peace brother.

The Tustin Police Department is seeking assistance from the public in helping to identify two suspects from a recent theft at a jewlery store. The two suspects entered the store, distracted the employee, and stole a watch valued at approximately $8000. Attached is a press release regarding the incident as well as photos of the suspects.

5starI loved reading the story about Tustin Police Chief Charlie Celano and his best friend Irvine Police Chief Mike Hamel in... today's OC Register. I showed my 15 year old the picture on the front page and he said "I know that guy. We see him everywhere". And that's the truth. Since we moved here a few years ago Chief Celano is a familiar friendly face. We are very fortunate to live here in Tustin.
