- "Cloud William" is a pseudonym for a patriot activist ex-military officer veteran. He is a former S-3 and Training Officer for Oregon's National Guard Reserve, a State Defense Force or "Select Militia. He is a fully qualified Security Specialist and Civil Defense Worker.

Cloud William was an inhabitant of the planet Omega IV. He was the leader of the Yangs (Yankees), the guardian of the Holies, and the speaker of the Holy Words (a mirror of the U.S. Constitution). The Yangs were at war with the Kohms (Communists)
Cloud William said of himself "Chief. Also son of chief. Guardian of the Holies, Speaker of the Holy Words, Leader of Warriors."
Responding to a distress signal, Kirk finds Captain Tracey of the USS Exeter violating the prime directive and interfering with a war between the Yangs and the Kohms to find the secret of their longevity.
As the Enterprise approaches the planet Omega IV, they find another starship, the USS Exeter in orbit. Kirk, Spock and McCoy beam aboard the Exeter to find that the ship has been abandoned. They also find the last log entry from the ship's surgeon telling them that they have been infected with a deadly virus brought aboard from a returning landing party. They beam down to the planet's surface to find there is one Exeter survivor: its Captain, Ron Tracy. He has apparently ignored the Prime Directive and has taken sides in a local dispute supporting the Kohms against their arch-rivals, the Yangs. As McCoy tries to find a cure for the virus, Spock and Kirk try to make sense of the situation. They soon realize there is an odd parallel with Earth's own history.
After attempting to kill Enterprise Captain James T. Kirk when they were imprisoned together,
Cloud William escaped and led a successful Yang (Yankee) attack on the last Kohm (Communist) village. After he had accepted that Kirk and not Tracey was telling the truth about their origin, Kirk
informed him about the true meaning of the Constitution with its values of liberty and freedom applied to all people. Cloud William did not fully understand, but swore to follow Kirk's words and
began studying the documents together with his people.
