Hours ago following the Roxas Night Market bombing, President Rodrigo Roa Duterte declared a state of lawless violence or lawlessness. But what does it really c...onnote?
The term state of lawless violence came from the Section 18, Article 7 of 1987 Constitution which states that the President can call out the armed forces if lawless violence such as terrorism or illegal drugs are in need of suppression.
It is not the first time that Davao City has been one of the focal points of this declaration. The first time was during the term of President Gloria Macapagal-Arroyo following the bombing near Sasa Wharf, Davao City, where 14 died and 44 others were injured.
The declaration is NOT equivalent to Martial Law.
It does not suspend the writ of habeas corpus.
It does not promote warantless arrest.
It does not suspend our Bill of Rights.
The executive, judicial and legislative arms of the government still operates.
But it justifies the role of the armed forces in supressing violence.
As what President Duterte said, we are not in a fascist state.
Be informed. Be politically informed.
